Nope. Kinetic is a damage type, the one torps like photons and quantums normally do. The energy torps (Crystalline et al.) all do one of the damage types normally associated with your DEWs, Phaser, Disruptor, what have you.

The kinetic part is useless if you go with an Energy Torp but if you go with for example, the Agony Phaser Energy Torpedo Launcher you will get the boost of the Phaser Damage just not the one from kinetic.

It is rather simple: Phaser Energy Torpedo --> Get's boosted by everything that boost Phasers.

Looking at that a bit, I think you're right, in that if you're running a monochrome DEW setup with an energy torpedo, that [Kinetic] mod won't help you.

Of equal concern is the idea that, if you're using this in your Excelsior, you might not have enough Tac seating to best use it. I forget the specific because it's been a while since I looked at this stuff, but my recollection is that you want two beam powers triggering those consoles, or two Torp powers. I'll see if I can dig up what I was told about that stuff...
