I'm playing my Cardassian science KDF toon with the idea of trying to be kinda tanky on shields and in general. I'm now at the level that I can choose my specializations. It only seems proper that I pick intelligence as my primary, but I have no idea what to pick for my secondary. I was thinking Strategist for the shield buff, but the abilities seemed kinda weak. Constable looked interesting, but there are only two tiers of abilities, while some others get four. Do different species/factions/classes have different tier unlocks, or does it not matter what your character is? Any tips on specilization would be greaty appreciated.

Primary: Intelligence
Secondary: Strategist

For Science DPS: (Science)

Primary: Temporal
Secondary: Strategist

For Tanks: (All of them)

Primary: Miracle Worker
Secondary: Strategist

I know it's an oddball choice but i often run with pilot secondary and it greatly helps me with survival and also maneuverability to stay on target.
The enemy can't damage you if they can't hit you in the first place.
Pilot offers a few resistances/heals for your flanks etc. or when going full speed. And Rock and Roll is a great immunity for those "oh s**t" moments when you have too much heat.

At the end of the day though you will eventually unlock them all so can then swap out as you see fit. So don't fret too much about only picking two for now. Go with the ones that currently serve you best and the others will fill up as you go along.

The two cents I'm going to put on the table is, whatever Primary you choose, make sure it's applicable to both ground and space. That way you aren't hobbling yourself if, for instance, you're on a Ground mission when you've got Pilot Primary selected.

(Note, of course, that when I say "hobbling", that's relative. "Not getting a bonus" != "Getting a penalty")

As Sul said, in the end you'll get these all filled out, so don't fret the choices.

To answer a question asked: all characters have the same access to Specializations. It's really what you want to do with your build or play style. I certainly recommend reading each ability to see what gathers the most interest to you. To be sure, there are suggested preferences when the overall goal is DPS (and let's face it, the faster the target is destroyed, the longer you'll last and the less "stress" you own), yet if you feel Constable fits your idea or theme, then go for it. Give it a try, make it work for you.

Otherwise, "when in Rome ...", so to speak.

I think I'm going to go Intelligence Primary and Constable secondary for now. It fits within the theme of a Cardassian toon and I'm sure the intelligence abilities would sync well with the Cardassian Intelligence fleet. And Constable seems useful for prolonged fights with a single target, but I'm probably usually going to be in the Damar Dreadnaught so I'm not going to have the highest of damage output..... The Damar seems to be kitted for prolonged fights anyways with the intelligence ability.
