I've already commented on this, but Star Trek has NEVER been some paragon of scientific accuracy. There's been some thought put in to making stuff SOUND possible, but it's always been space opera where the technobabble is pretty bogus.

So here's a thought: Hugh will make at least a guest appearance (and I'm pretty sure that was him we saw in the preview for the next episode as an administrator or something). Is it possible this is HIS cube? We know his cube fell apart and was abandoned by the collective after he returned to it between I, Borg and Descent which is how those drones fell under the sway of Lore.

It’s possible. We know the operation there has been ongoing for over 5000-6000 days so that would be around 14-ish years.
That’s going to put it back in 2385 roughly so it predates the Romulan disaster by a couple of years.

That also makes it quite a bit closer to the TNG era when we last saw Hugh as well even though a lot has happened in between. Could it be that Hugh himself is in charge of the operation there and is trying to save those Borg still trapped in their machine bodies on the cube?
We also know that the vast majority of Borg activity in TNG was happening along the Romulan neural zone area of space so it makes sense for this cube to be in that neck of the woods and the Romulans to find it.

It could be that this Cube was effected when Janeway infected the Borg with neurolytic pathogen in 2378 and the Cube was found 7 years later.

We also don't know if Hugh was on a Borg Cube or if he was on the ship that got destroyed in Descent II that would be more likely.

Thats my theory as well, it was make sense considering it suffered from a sub matrix collapse, which links into the neurolytic pathogen.

Interviews have specifically said the actor would be back to reprise his role of Hugh

Could it be that Hugh himself is in charge of the operation there and is trying to save those Borg still trapped in their machine bodies on the cube?
Seems likely. Interviews with the producers also indicate that the Romulans don't really care what happens to the drones, they just want the tech, so it's certainly a different group who's heading up the rehabilitation of those people.
