Not Entirely new, no
There's the Corps of Engineers series, The New Frontier series (as much as I like Peter David, his books are a little Mary-Sue ish). Those have the most original characters.
The TNG, Voy, DS9 books have their casts with a lot of original characters sprinkled in as well.
Sad thing is, with the Picard series, all the Pocket Book universe novels have been pretty much killed off continuity wise since Picard made them null and void.

Most of the novels and pocket novels are set around recurring characters as the main cast. There are plenty of really good series out there though, the Titan series and Destiny series are absolutely superb!

Could not agree more about Titan. I wish they had continued that series, but we're getting another Titan book in the Star Trek Picard series that will tell the story about the Troi-Riker family: https://www.simonandschuster.com/boo.../9781982154066
It's due out soonish (Feb 2021?).
