I logged into my Fed Engineer for the first time in a long while today. I tried to unpack the reward box containing the bashir holo BOFF in my inventory, but the game won't let me use it. It said "you already have the maximum number of this type" etc. However, I don't have him in my roster in fact I have two empty BOFF slots.

I do have him unboxed on my Science character, but the reward box says "unique - one per character". I can't see how this would be an issue, as it's per character not per account. I'd really like this BOFF on my character roster so it's frustrating that I can't use it. The only other holographic BOFF I have on that character is the holo Leeta one (non-mirror version).

Any tips or suggestions?

Look at your roster to Boff stations and check the available candidates if you have 15 slotted it wont let you unpack at all as you are full so delete or make one into a training manual and try again.

Ah, of course! You can tell I've been out of the game for a while lol. I'll check this later today and see if that rectifies the issue.
