Makes sense in-universe once you think about it, Starfleet can't really build ships so make use of the ones you have.

Okay, so from what I've seen of the specs for the ship, it is a wild set up to say the least. Sad about it being Promo.

Leaving that aside, it's my favourite of the 32nd century era we've seen so far in Discovery. At least they seem to be scaling it right as it was mentioned to be huge when it first appeared and seems to be noticeably larger than the Discovery itself.

With this as your set up and Temporal for the main set, I'd jump heavily into an anomaly build via the LtC Science. I'd utilize the 3rd and 4th spots of Commander as Temporal (Timeline Collapse, Chronometric Inversion Field), while using its Lt slot as Auxiliary to Structural Integrity Field, with of course Emergency Power to Shields for the Ens slot.

For the LtC Uni and LtC Sci, I'd invest all in on Science skills. Very Cold In Space, Destabilizing Resonance Beam and Gravity Well on one, with say Tachyon Beam, Charged Particle Burst and Energy Syphon.

For space traits, I'd go with Spore-Infused Anomalies and Improved Gravity Well to really pump out those numbers. Add in the doff to spawn an extra Gravity Well or three to the roster as well. This will be the primary damage output for the ship.

For the other space traits, I would utilize Unified Engineering - which any time Auxiliary to Structural Integrity Field or a Command skill is used increasing a bunch of things, but more specifically turn rate, so this will help us turn better.

Probably because of this build, I'd also just go all in on the anomalies by putting Temporal Anchor on to add a radiation damage tick onto Gravity well, and also adding Electrified Anomalies to also boost my power levels and also to add yet more damage to the anomalies.

Another good good defensive trait that still works according to your offense is Protomatter Capacitor. It boosts your Shields and Hull regeneration. 3 stacks max and since you already using them, a good idea.

So what do we do about the Lt Tac and the Ens Tac? Attack Pattern Beta, mostly Torpedoes or mostly Arrays. I'd probably go mostly Torpedoes myself, as there's a 1/10th of a chance that your torpedo hits and causes a DoT to appear on the opponent (if you are main temporal specialization). If you go with Attack Pattern: Beta, Torpedo Spread and say Kemocite-Laced Weaponry, you can really do a lot of nice damage.

You could also do a build utilizing the Command skills instead of the Science. However, I'm a filthy Space Wizard, so I had the all Science build ready from the moment I saw the seating.

Yeah, looks like this is yet another torp boat platform, in this case one that supplements with some space wizardry from the Sci and maybe the Temporal seat. That said, it is probably going to be more a space barbie play than the next "must have meta" ship. The trait and console are more tanky feeling than anything (though it might be fun to hit the console clicky after dropping a grabbity well). It is a bit light on tac seating, since assuming you slot Concentrate Firepower 3 in the command seat LtC slot, you can't slot anything higher than a Lt tac power on this thing.
