Voyager's lazy semi updates?

Ok, so I am making my way through all seven seasons of Voyager yet again, and the viewscreen struck me as odd. Specifically the blue lines over the blinkies.

They are steady for a bit, seeming to be present most of the time the viewscreen is shown, and then they seen to be hit or miss. Sometimes they're there, and sometimes they're not. Often in the same episode.

So my questions are:

Were these lines ever in the original episodes?

When were they added? I don't believe Voyager has ever gotten any parts of it remastered.

Is it really just lazyness that they are there sometimes, and sometimes not?

If anyone knows, I would appreciate it.

They're overhead lights.
