Problem Title Fleet rank (both forum and STO)
Description of the Problem I should not currently be a cadet. I completed all basic fleet requirements/exams in July 2010. I cannot locate the promotion request form. If the "Forms" button on the sidebar of the website is where I'm supposed to go, I do not have clearance according to the website. I do not know what my current rank should be, but according to Silynn my "website" rank is insufficient to promote my STO characters to "Full Member". I have been a "Full Member" for over a year, until this fleet move. Therefore, I am requesting that both my forum rank and STO character status be updated accordingly, or functioning links be provided to the appropriate forms since I cannot readily locate these forms on my own after several minutes of searching.

You are correct, you graduated sometime last year.
I've modified your forum rank now so it no longer lists you as a cadet, and promoted you to the new graduation rank of Chief Petty Officer (at the time you graduated it was Petty Officer 3rd Class). Congratulations! 
As for the in-game rank, it might be a few days before you're promoted back to full member as we're producing a list of members who need to be promoted to full member so they don't need to come on the forums to request a promotion.
The form you have provided will be reactived once that stage is done. Now that you're ranked correctly, you should be added to the list of those who will be promoted automatically in-game.
