I'm reaquainting myself with TOS and am on Season 1. Captain Mudd was charged by Captain Kirk for "Galaxy travel without a flight plan."
To whom are these flight plans filed, and what is their format? I love this idea, that for safe space travel, you have to file some kind of "paperwork" to travel in space just like IFR or commercial aircraft on Earth.
This would also suggest that there is some form of "flight school" for navigating in space. How long is the flight school? What are the entrance and graduation requirements? Is the certification based on mental and physical health? How long is it valid? What planet or organization is responsible for this training, the certification and credentialing of space pilots?
Thoughts? Speculation?
