Fleet Proposals have been around for quite sometime already and offer members a great chance to voice their ideas on paper for others to read, comment, provide feedback for and potentially implement. Since August of 2009 to April of 2012 a total of 52 proposals (with the exception of SFC and SFHQ proposals) have been implemented via the official Fleet Proposals forum. This is essentially 52 improvements passed down from our general and CL4 membership. Quite the feat!

In order to provide more support for these proposals in an effective and timely fashion, a new system with strict timetables (for faster implementation) has been developed to include more direct SFC and SFHQ involvement while also maintaining a open transparent system which any member can participate in.

Essentially the fleet proposal process will be broken down into two tiers. The first being the SFHQ Discussion Phase and second being the Membership Consultation Phase. Through the first phase SFC and SFHQ members take a maximum of seven days to thoroughly discus a proposal before deciding whether to implement it or not.

Regardless of their decision, after the seven days conclude the proposal is either forwarded onto the CL3 proposals forum with an SFHQ report for more feedback or if a lack of support is present the original proposer is PMed with a detailed report from SFHQ as to their concerns. From there the proposer can either lay his/her proposal to rest or pass it on for more feedback from the memberbase along with the SFHQ report.

Such a system works to promote more involvement and one on one communication from the very top levels of the chain of command so that your proposal gets the very best treatment. In addition to CL6 and CL5 support, proposers also have the chance to probe the entire membership with regards to their proposal so that no room for error is left.

On a final and important note, all current proposals will remain under the old system and will not be moved as a result of these changes. This change will only effect all proposals posted from here on out.

i have a note to that: the Internal Affairs course at the academy still teaches the old way how to deal with proposals. this should be changed asap.

Thanks, Orwar, I'll get with Commodore Lazereth. Since all o the courses are being reworked, we may wait until they get to that for now, depending on timing.
