    When I am on a character in STO, I only can hear people on the {UFP-UFPK} channel that are in my own current fleet. Ex: when I am on an alt toon, I can't hear people in UFP or in Kular. This can't be what's supposed to happen, right?

    Are you sure you've properly join the chat channel? It sounds as though you're just looking at the individual fleet chat.
