So I've spent my short time (just over a month now) trying to read and learn about the game as much as possible. Once aspect that I've begun to test for my tanky FACR build is which shield type to use. I see everywhere that the Elite Fleet Resilient [CAP]x2 [Adapt] [ResB] are favored due to the vast majority of Fed content that is geared towards those [ResB] damage types. Aside from the [Adapt] [ResB] modifiers which I believe to be excellent for my purposes, I stumble when it comes to the resilient type. As a cruiser, my hull value is high; I have 3 different hull heals available to me (HE, Aux2SiF, and Miracle Worker). Do I really need the 5% less damage to my hull? Is this one benefit (as I understand my shields still take the same amount of damage as any other shield) outweigh either higher capacity (covariant) or higher regen (regenerative)?
My FACR setup revolves around using EPtS and EPtW. I use 1 TT (2 purple conn doffs), 2 BFAWs, TSS, Extend Shields (plus the abilites listed above). I use 2 doffs that give shield heals when BFI is activated and the doff that gives 20% change to gain power to all systems when I activate EPtX.
My effective shield power setting comes to 125 giving me the highest possible shield resist and regen. At this point, given my setup, do the Elite Fleet Regenerative [CAP]x2 [Adapt] [ResB] make sense? I'm hoping people have tested this somewhat... I'm not loaded with fleet marks or dilithium so buying both isn't in the cards for me. I did by 40K EC covariants, regeneratives, and resilients spec'd similar to their elite fleet counterparts and hope to get a "feel" for which works best. Having said that, I would love to hear from the more experienced players and members here.

Set shields can vary from build to build due to set bonuses some shields have in combination with other items, if you have an Elite Fleet Shield already, that should be fine, I use it on some builds already. It's often more about how it works with everything else as well.

Here you go! As I mentioned above, it's designed to be tanky but still put out 'decent' DPS. I'm only lvl 47-48 now but I'll be on this weekend if someone or several someones would want to run some 44-49 STFs with me and parse so I can ballpark this build's potential. Thanks!!

Don't bother with Fleet shields, just aim for one of the reputation sets to get set bonuses.
If you were Aux2Bat, I would strongly recommend the Borg set, as the passives will help the Aux2Bat's weakness towards hull repairs. Regardless, I'm a fan of the Borg set anyway (though I usually have those visuals disabled).
Fleet shields, to me, are a more specialized PvP thing than a PvE thing. In PvE you don't really need to min/max against ridiculous alpha strikes from other players.
