As Ruler and High Marshal of Prandium, I speak today of Prandium's territorial concerns. I would like to submit two continuing issues for the consideration of the Council.

Firstly, that a deal that was struck during a previous Utopian Council meeting between my nation and the territories of New Scotland, whereby Prandium ceded control over its southern township in exchange for undisputed control of the region of the Great Lake, has yet to be fulfilled. Prandium has upheld its end of the bargain, and yet we continue to await action on the part of New Scotland. I submit, for the Council's consideration, a proposal that the land swap be orchestrated by a neutral party from the Utopia Security Council, in order for the citizens of Prandium to be able to finally realise their desire for access to a sustainable food source.

Secondly, that the territory previously under the jurisdiction of the Gumboking has long been abandoned by its owner, and that communications and verbal agreements have taken place, ceding the territory in question to Prandium. However, repeated attempts to contact said ruler to carry out this agreement have since been ignored. I would thus like to submit to the Council that the land swap be orchestrated, once again, by a neutral party from the Utopia Security Council, and that all constructions made by the subjects of Gumboking be demolished to make way for superior Prandium architecture.

The Sovereign Laird and High King of New Scotland does not wish to give these baseless issues credence, therefore I have been directed to debunk these outright lies by Prandium.

Prandium has done no such thing - indeed, witnesses can be called that the High Marshal has continually delayed ceding control of aforementioned territory on our side of the great River Ugie. As such this has stalled New Scotland's colonialism efforts to our new arctic winter resort of Aviemore, delays which have cost our Sovereign Kingdom greatly in terms of tourism income.

Our Sovereign Laird and High King is open to a member of the Imperial Commonwealth bringing this issue forward to a swift end, and adds that his patience is growing thin - Prandium's delaying tactics will not be tolerated any longer.

Furthermore, my office has no knowledge of an "exchange", only Prandium being directed to cede control of all lands between our great River Ugie as is geographically sensible and always claimed by the Sovereign Kingdom of New Scotland. Likewise we have no knowledge of a "Great Lake" region, but add any unilateral action to seize our aforementioned claimed lands will be met with by the full force of the New Scottish Army, or NSA. Our farmers also direct us to point out that a snow-covered arctic region is hardly a sustainable food source.

From a neutral perspective, and as a member of the security council, Libran's viewpoint on this is as follows, I have been reminded that this issue was brought up and that this territory was to be receded to Prandium.

However, from Libran's perspective, the river does provide a very useful natural boundary between the two nations, so it is possible that due to the amount of land that Prandium has yet to use, that the borders of both nations be changed to the natural flow of the river?

As this seems to be the fairest point to proceed at this current time.

This is the Sovereign Kingdom of New Scotland's intention all along from the very beginning. The grand River Ugie is both wide and long, providing a natural boundary for our great Kingdom, with both ends beginning and ending in the Southern Sea.

We are both pleased and heartened that our close friends of the great nation of Libran see and share our point of view.

Development and exploitation is not a prerequisite of territorial claim. The preservation of nature is just as important.

Nevertheless, Libran recognises the veracity of Prandium's claims, and accurately recalls the agreement that was brokered. Prandium is open to redefining our borders to fall in line with geographical features and natural boundaries, but let it be known that the territories of New Scotland have proven themselves to be both untrustworthy and libelous.

Well I am very happy to see that you are willing to re-negotiate this situation - whilst New Scotland, may have, gotten confused in this situation just as I did initially.

Now that this avenue has been exposed, you two have to iron out what will happen - but it seems clear to me, that you are both willing to edit your borders accordingly. Whilst New Scotland's borders are following the river, Prandium's appear to not, so it is more Prandium's borders that need to be changed.

However, this is for you two to discuss, I am just glad to have opened up a more peaceful resolution to this issue.

Tunnel...I Think we are going for a rail one or just a standard one that can be used for Flatbeds,Cars ect.
But there is more to this topic than just a transport network we wish to add shipping lanes. Also maybe add a Ship yard for our Three nations to house Frigates,Destroyers and Battleships when they are made, to put it blunt so we can RP.
