    For the Federation fleets they are usually filled very quick, Specially on the Main fed fleet they get filled almost instantly.

    Your often best off to have your character in either 2nd or 3rd fleet to increase the chances of donating fleet marks

    2nd and 3rd have greater chances of having a Fleet Mark requirement as they have more holdings to complete, 2nd has a Fleet Mark requirement on the dil mine as I type this. Being a large fleet unfortunately means that Fleet Marks are filled fast in every fleet no matter how many projects are available, but as has been mentioned 2nd and 3rd fleets will have that requirement more often.

    Hi there Rykofer, I sent you a quick PM on the subject matter. I apologize I didn't get back to you sooner. But pretty much what everyone has stated thus far is true, you'll be able to dump you fleet marks in 2nd or 3rd fleet. Having your toon transferred to one of those fleet will at least assure you a greater chance at using up those marks.
