So I finally finished leveling up my romulan. I have a few ships waiting in the hangar, but I have decided to start with my T'Varo from the starter bundle. Now normally, I am one of the ones giving build advice, but saying I am out of my depth covering a cloaker is underselling it.
Since I have both T'Varos I have both consoles and a nice 2-set that gives torp damage, I am also thinking about getting the KHG set (2set buffs torps) and the Rule 62 console (also buffs torps and mines). I have some mk xi blue quantum gear fitted up for now, but am wondering what's a good torpedo type to go with. Also, I have never run a torp build on something with 4 fore slots so I am wondering if 2 torps fore is sufficient or if a 3rd is the sweet spot. I am also deciding on 2torp/1 mine or 1 torp/2mines aft. Speaking of mines how's that tractor mine I got free off a mission, useful or not?
My main concern is this boat can cloak and fire while cloaked, but it decloaks to fire, am I going to be safe to run under cloak which lets me use weapon and shield as dump stats and maximize engine and aux power or am I going to want to operate uncloaked with a more even power profile? Long term I am working toward those nukara traits that give bufs based on aux which would benefit an aux heavy setting that also benefits cloak.
As far as boffs, at the moment I am thinking put an engineer in the uni and on the tacs a pair or TT, HYT II and TS III with an attack pattern at the top then engineers are 2 aux 2 sif an engineering team and 2 epta. Science is an HE and ST (gotta have some emergency shield heals. I may be a bit heavy on hull heals, but am not totally sure.
For Doffs I am thinking 2 purple projectiles and the tech that gives aux power under cloak which leaves 2-3 slots open
Please advise.

The cloaked bomber you refer to is mostly a PvP playstyle used in Ker'rat and PvP from the queues.
It works on both a Tactical and Science. (because you can use Subnucleonic Beam while cloaked)
But for PvE it has very limited uses and you will quickly get bored when you're in a good team as your team mates take down most stuff before your torpedoes reach them. Not to mention that Borg STFs and Undine missions have a lot of hazards that can de-cloak you.
So you will have to ask yourself if you want to use this Tac/Sci character specifically for casual PvP like Ker'rat and Friday PvP or do you want a more multi purpose build with a skill tree that can fall back to a beam boat or cannon boat.

Well I was hoping to use this in PvE, though I am wanting my skillplan to be balanced enough I can fly multiple kinds of ship as I also have an Ar'Kif and Dyson.
I can deal with the being decloaked, though I hadn't considered the speed of torpedoes. I've run a torp build on my Luna and Nova before, and can't say I found it to be a huge problem, but then I also can't say I looked too closely.

I just finished leveling a tac captain to pilot the t'varo and the cloaking while firing thing gets me into trouble all the time. As was mentioned before, the cloaking gimmick is great for pvp but lackluster at best for pve. Cloaking doesn't do anything uselful like drop your threat or reset it on the aggro table. Instead, you get caught out by the various blasts and torps and things so you end up dying a lot if you do not come out of stealth by manually clicking it. While you lose the constant 15% dmg boost from being cloaked, you potentially gain the reman dmg boost while uncloacking which is rather good.
I pull tons of aggro and the ship is crazy squishy. I would rather not have to get the -threat consoles but it looks like I may have to.
I use transphasics, so the 2x rapid reloads, 2xclusters, and mines in the back. It works well and is both fun, mobile, and rewarding to see things die with lots of shield power left. It sounds like you want to run a mix of energy and kinetic weapons though so you do not have to switch skill sets. To me this is not a torp boat, but torp heavy. At any rate, you need to figure out what you want to do: DPS or be more supportive. In this ship, I don't see why you'd go with an engineer in the cmdr slot. The ship was made to pew-pew not tank or heal. Some folks to like to use grav well in the LT cmdr slot. You also need to figure out if you're shooting a torp about every 1 second reliably. If you aren't, then you need more torp CD doffs.
I included 2 builds below and I'm going to assume that they wont be all lined up once I hit submit... one has GW and the other has both attk patterns so you can do more dps. The first build is more for hull tanking than the 2nd one and I found it to be super squishy and frustrating. Granted I did not change my flying style but I'd expect the new cloak to hurt more than help. I did toy with the idea of using an ar'kif but I like the super torp I can fire with the 2-piece.
