Today is an auspicious day for the free and independent states of Elysium, Libran, Satsuma and Cellaris. An official charter, which all member states have now signed, brings about the formation of a new international political body in Utopia. This group of states shall henceforth be collectively referred to as the Confederacy of Sovereign Utopian Nations (CSUN).

Stemming from an already existing mutual defence pact (which culminated in the creation of the Queen Elizabeth Battlegroup) the CSUN formally unites its member nations under one flag; ensuring safe trade, cooperation and mutual sharing of cultural, intellectual and technological advances.

The CSUN will have no permanent president. At each meeting of the CSUN Council, a speaker will be voted for from amongst the representatives of each member nation present. If a state of emergency is collectively agreed upon, the Council has the power to elect a member from amongst its ranks to become a temporary General of the Confederacy. Being de facto leader of the CSUN, the General of the Confederacy may act as he/she sees fit in order to defend and proactively counter threats against member states. This emergency power remains in the General's hands until such time as a crisis resolves itself or a vote of no confidence is passed against him/her.

The four founding states will have permanent member status, with permanent seats in the Confederacy Council chamber. Independent, non-aligned states may submit themselves for review to become a junior member, with temporary seats on the Council being made available to successful applicants.

With the founding of this new international organisation, the permanent members hope that CSUN will further help maintain stability, peace and order within Utopia. In short, the Confederacy of Sovereign Utopian Nations will be an enlightened, advanced, democratic force for good.

The Republic of Cellaris is pleased that Emperor Laz Huang-Shang Ti approves of CSUN. The welfare of trees is an important issue which all nations should consider before undertaking hostile military action in areas of outstanding natural beauty.

The Confederacy of Sovereign Utopian Nations will likely keep close tabs on the flagrant abuse of innocent trees at the hands of aggressive and anti-ecological rogue states.

While we congratulate the nations involved in this new alliance! we are saddened by the fact we were left out of such things. Not so long ago a peace and friendship between our nations was in play and then naval ships and fighter craft was placed very close or near our front door. This for lack of a better word leaders of your nations is a "blockade" a issue that we will not soon forget. The reasons for these actions are some what twisted in truth. Our Military was increased for reasons such as we were denied military assistance from subjects like defence our for the fact that we wished to expand or forces for good. I can promise you as stated in other conversion's that a war was not on our mind nor would we wish such a thing. Blood shed is a thing that our nation does not do or stand for, further more we hear you all saying peace and protection for our allies. Protection from what a nation that means no ill will towards you,we wish peace as well and in the past we have tried to extend our hand in that area. I will also remind you that we gave our temporal device to avoid such actions, this seems to have not worked the end result was some what the same.Putting military sanctions on a nation is out of order a subject that I agreed on with the President of libran. If a military action could be avoided towards our people, and all I see are ships on or front door as stated above. We would ask that a small number of defence forces be removed from the out edges of our borders. The task force area is in international waters we have no say in what goes on out there. we also wonder what actions would actions would be taken to any of our passing ships on the open sea. So we were happy with a small force of naval vessels in our port but as a result of the over whelming number of ships that your nations have produced, logic demands that we increase even more. There will be no hostile actions from the people of Lantea we leave that ball in your court.

We are pleased to announce that, given the unique form of governance and idealistic ecological traits of Imperial Novus, the Novician people and their Emperor have decided to join the Confederacy of Sovereign Utopian Nations.

With the aforementioned uniqueness of Novus and her people in mind, an equally unique alliance was required. With a want to benefit from the undeniably close relationship that the Novician people share with current CSUN states, the Council has agreed that, upon request, Emperor Laz Huang-Shang Ti shall represent Novus in the Confederate Council.

Novus shall now receive a seat on the CSUN Council as a non-member observer state. All parties involved believe that this is a brilliant move, as both the consolidation of military technology and the mutual defence of all states involved are further bolstered by the Empires presence.

The inclusion of Novus further reinforces the moral and intellectual foundations of the Confederacy. Despite bringing extremely advanced energy technology with them, it is the strength, resolve and morality of the Novician people which the various states of CSUN see as a great benefit. Using the CSUN as its shield, Novus is free to pursue its greater goal of ecological sustainability and environmentally symbiotic technology.

With the wide range of technology and skills now available to the Confederacy, the threat posed by rogue states is diminished greatly. The goal of the Confederacy is now to increase the welfare of its people, and those of other, less fortunate, nations.

I would just like to point out, this is directed towards the President of Lantea - this alliance has got nothing to do with protection from your nation. Furthermore, no one has put military sanctions on your nation, I had already explained that the Queen Elizabeth Battlegroup is currently on non-offensive exercises.

The entire battlegroup is brand new, almost every ship has only just launched, and so the crews will need to test all the systems, and make sure the maiden voyages for all these ships go as smoothly as possible.

There are things which we have hidden from your nation, things completely unrelated to any Utopian nation, which has also given birth to this alliance. Threats to all our nations, that you aren't even able to understand.

Just remember, that our actions are not centred around Lantea - purely for the benefit of all Confederate citizens.

On a different note, I am very happy to see this alliance, that we have spoken about for some time, has now finally taken shape. I extend my hand to the Emperor, in continued friendship and prosperity.

The mass withdrawal from the UCN and formation of the Confederacy offers no benefit to its members beyond disassociation with an ineffectual international organisation.

The Lord Protector of Cellaris fails to see why the High King of New Scotland has any interest in this international disagreement. However, the Lord Protector would clearly greatly benefit from an explanation of the high kings.. unique algebraic deductions.

I personally congratulate the nations of the Confederacy on the creation of their new organization. I hope that the friendship between Hesperia and and the former Coalition that took root with the signing of the Treaty of Manticore can continue to grow and prosper with it's successor.

The main purpose for us leaving the UCN, and forming the Confederacy was due to the bad blood, and the negative stain that was on UCN - due to actions from former members. Not only has forming the Confederacy improved overall relations with many nations across Utopia, it has provided us with an opportunity to develop another organisation that doesn't have a President, or Vice President.

Instead uses a system where each of the members discuss important issues, and then decide on the best course of action to take, for the benefit of Confederate citizens as well as out allies.

I also don't understand why New Scotland has a particular interest in this matter, and this "new arrangement of letters" - as you so eloquently put it - is a whole new organisation, that merely was founded by most of the UCN membership. To be quite frank, we don't need to explain why we have decided to do this to anyone, the point is it is better for all four of our nations, and any nations that may join in the future.

I am very glad to hear that the Treaty of Manticore will be continuing to grow and prosper with the Confederacy as well. This treaty marked a pivotal point, where two of the largest alliances in all of Utopia came together in peace: the guiding principle of the Confederacy.

Despite being in its infancy, the Confederacy has successfully consolidated its position within the political landscape of Utopia. With an overarching goal of achieving peace and prosperity for its member states, and the region as a whole, the CSUN has discouraged extremism in all its forms.

The most proactive measure thus far in countering the threat of militarised extremism has been the Seige of Lantea. This protracted blockade of the United States of Lantea was deemed a suitable step to limit the growth of what was then deemed a rogue nation. However, the United States of Lantea has displayed a willingness to adhere to acceptable standards of governance through its increased expenditure on infrastructure and civil works. It is this willingness to support its population which has redeemed Lantea in the eyes of the Confederacy.

As such, a deal has been brokered whereby Lantea is admitted as a member of the CSUN council in exchange for a temporary peacekeeper presence being placed within its borders as a gesture of good faith.

It is a happy occasion for all involved, as extremism is warded away in favour of international harmony. Technological advances have already been shared and a regional branch of the Bank of Utopia has been opened in central Lantea. Lantean ships have begun forming a joint Battlegroup with the Cellarian Navy to increase cohesion between the two new allies and more Lantean vessels are also expected to join the Queen Elizabeth Battlegroup.

With the UCN coming to an end, the people of Kularis are wondering what that means for them, and whether or not Kularis can trust other nations?"

Central Utopia wishes to express its congratulations regarding the civilisation development occurring within the region and a regional branch of the Bank of Utopia (BoU) is a step in the right direction for the case of stability.
