What agreement? Do you have some kind of treaty/book with my or Chancellor Jordan's signature on it? 
Prandium is a member of the commonwealth and is therefore privy to Rylon research! Adster I ask that you keep your.. pets.. from spying on Rawrtony and Prandium assets at once; else you risk fracturing the relationship that has been established between the Empire of Rawrtony and this coalition!

Unfortunately you need a council majority of at least 9 votes to pass legislation. For example I just got 9 votes to condemn Turkonia's involvement in the spying of various nations. The follow condemn Turkonia's radicalism: Rawrtony, New Rawrtony, Novus, Far Far Away, New Haven, Prandium, Stormwind, Borgland, and New Scotland.
I simply act on behalf of council interests.

I am troubled by these events, however, Mert it isn't a violation as long as the Rylons aren't posing a military threat to Utopia then it isn't an issue, as Prandium isn't under our coalition it isn't worth the trouble.
We are not out for an armed conflict what so ever, this is just a big misunderstanding of actions going on in Prandium.

Prandium would like to clarify that this PEACEFUL research into Cyborg/Rylon technology is being conducted in the spirit of remedying chronic shortages in our available workforce. There are no present plans to militarise this technology in any way or develop military applications for any subsequent technologies. Thank you.
