Libran's drone platforms aren't mobile, and don't pose a threat to anyone who doesn't attack Libran's people. They are designed to defend the civilian population of the Federation from harm, whether it be from projectiles or assaulting craft - they are used to defend.

Whilst it may have been "rogue" operatives within your intelligence community that had taken the specs, but the fact of the matter is they were developed, constructed, and installed onto your latest starship. Which means, you already have the specifications Mr President - you just got them via stealing.

The current growth of your military is, disturbing, to say the least - such a large military development is an equal threat to the security of Libran, and in fact Utopia as a whole.

This situation, is also one that needs to be rectified - now. It is troubling, mainly because of the fact that a fellow Utopian nation, that barely has infrastructure is able to construct such a large military. I would like to also suggest, that you cease military production: effective immediately.

You have a large enough military to fend off most invasion forces, but I can assure you that any larger military build-up will be a considerable threat to any nations security - especially the Libran Federation.

Military deterrent has never been an aim for the Federation, and it is troubling that Lantea is resorting to such methods. Whilst yes, it is true that Starfleet and the Libran Defense Forces are of sufficient size to deal with any threat to the Federation's security, and defend Libran's interests.

I would strongly suggest that you reduce your military build-up, as it is getting to levels that may be seen as an act of aggression against any Utopian nation, not just Libran.

I would just to point out Mr President, you starting to tread a very fine line. Libran is not being an aggressor here, in the short time your nation has been about, its almost sole purpose and focus is on military.

Starfleet ships have the purpose of exploration, Libran's Nova class ships are busy exploring our region of space; the Enterprise is under-going repairs/refits; the Excalibur is currently manned by a skeleton crew, and is grounded; we have 1 Daedalus class ship, which is in the process of being decommissioned. Which leaves us the Excelsior, the only combat ready vessel in orbit of Utopia.

Whilst my security adviser wouldn't be happy with me mentioning this, the only reason why it hasn't left orbit and started a deep-space exploration assignment is for the sole purpose of defense. With the ever growing military numbers in Utopia, it seems apparent that Libran needs to have constant support from Starfleet.

It is not I who is being the aggressor, it is you. With your obsession with expanding military, it is clear that I am not the one who is gearing for war!

The Republic of Cellaris maintains a neutral stance in this debate. Rising tensions across the region are of deep concern to Cellaris. Should this tension continue to spiral out of control and lead to open conflict, the Cellarian Peacekeeper Fleet, Armoured Division and Republican Guardsmen will take whatever measures necessary to defend the sovereign territory of the Republic.

Existing trade routes between Cellaris and her trade partners will receive increased defensive escorts in light of these concerning events. As well as the increased presence of military escorts, Cellarian fighter patrols will now become a much more common sight further afield. Steps have also been taken to increase production speed on Tranquility's sister ship.

Peace in Utopia is in the best interest of all nations.

I am pleased to say that this conflict has been resolved, the specifications for the Chroniton torpedoes, and the temporal modulator, are now in the hands of the Libran Engineering Corps.

Also, Lantea has agreed that it is in the best interests, of all of Utopia, that military production will be reduced. I was very troubled by the events leading to the launch of these ships, and I hope that a situation doesn't arise again, that threatens Federation and Utopian security.

Whilst Starfleet is continuing to expand its fleet, with varying classes being constructed - all of them are designed for exploration, but are able to defend Libran if needed. With this further growth, the Libran Defense Forces are being limited to state level ground forces.

If there appears to be a growth in military amongst the Federation's colonies, they are purely defensive in nature.
