Helmsman: Tom Paris.
I mean, 70k lightyears, evading numerous spatial anomalies and alien attacks? Surely that's gotta beat out everyone else.
Chief Tactical Officer: Worf, followed closely by Tuvok.
I always found Worf to be more of a Tactical guy (pre-Yar, DS9, etc), but his work on TNG as CoS wasn't too shabby either. Still, see below for my better choice for CoS!
Chief of Security: Tuvok, followed closely by Worf.
I always found Tuvok to be more of a CoS guy (he did more on VOY as CoS than as Tac Officer), but his work as Tac Officer wasn't too shabby either. Certainly beat the Borg up a fair bit. Still, see above for my better choice for Tac Officer!
Chief Science Officer: Seven of Nine and Jadzia Dax
Borg efficiency (and very cool tech!) and Trill generation-passed wisdom (sureeee, that's why...). What more could one ask?
Chief Engineering Officer: B'Elanna Torres, with a bit of history reading from Scotty.
B'Elanna was able to make do, again, for 70k lightyears with nothing direct from Starfleet. Still, I would like to see her learn a thing or two from the Miracle Worker himself!
Chief Communications Officer: Hoshi Sato.
Aforementioned reasons. Designed the universal translator, can speak 26+ languages and pick up new ones by just listening to conversation.
Counselor: Dianna Troi.
For lack of a better counsellor, and for the fact Troi wasn't that bad a character anyway.
Chief Ops Officer: Forever Ensign.
Hey, I'm a nice guy. He'd get a promotion to Lieutenant (because I'd never have anyone in the department higher ranked than their Department Head (with the exception of a rare Lt. Commander officer and a Lieutenant DH)). We gotta have a punching bag somehow.
In all seriousness, Kim is the perfect candidate. Intelligent, inventive, loyal, and able to follow orders. Thoroughly underrated.
Transporter Chief: Miles O'Brien.
Who can you count on to do the job right, every time, and get you back even in the thick of an emergency malfunction with them? That's right, chief O'Brien.
Chief Medical Officer: The Doctor.
Hands down, the most funny character (although all of the 'doctor' stereotypes on ST were hilarious, in their own way). Doubles up with having the benefits of not dying when hit by a polarized magnetic variation wave!
Moral Officer/Chef/Chief Diplomatic Advisor/Position of the Week: Neelix.
Was there anyone else so multipurpose for position of the week?
"Not a Barkeep"/Chief Financial Advisor: Quark or Nog.
Ferengi lobes. Ferengi humour. Brilliant drinks. Quark will have to be bought out, whereas Nog can be assigned to me as he is in Starfleet already.
Of course, being the structured guy I am, and absolutely hating disobedience and incompetence, I would make all non-starfleet personnel (including provisional Marquis) go through the Academy and pass before I let them anywhere near my DH positions.
On a side note - HOLOGRAPHIC CREW. All ships have holoemitters now, I'd be tasking engineering with creating an EMH/ECH for all sorts of tasks. Really interesting to see how it pans out.

really tough choices there but that would be my senior staff no councillor if you cant deal with hard work and the reality of a deep space mission then dont join starfleet. no chef, simple we got replicators. Decided to have my security and tactical officers as two position cause if we get boarded then i dont want the guy shooting the other ships running off to be replaced by a junior officer. My Operations officer would also be my 3rd in command (who wants the night shift anyway)
TOS Klingon D7. I thought this was a great design from the original series, and the K't'inga update in the opening scene of ST/TMP made it my favorite. The music probably had a lot to do with my reaction. The ship would have a cloaking device, since as an ex submarine officer I like to be stealthy.
First Officer: Jadzia Dax, for her multi-lifetime knowledge and her ability to work with all kinds of beings.
Science Officer: Spock, for his brain power and scientific knowledge.
Chief Engineer : Scott, for his bottomless bag of tricks. The story of his Kobayashi Maru test in one of the novels is a good example.
Helmsman: Paris, since he is a great pilot and someone on the bridge should have a troubled past for dramatic reasons.
Weapons Officer: Worf, for his unorthodox tactical ideas.
Security Chief: Sulu, for his swordsmanship and panache.
Chief Medical Officer: Crusher, for her medical skill, her bedside manner and her red hair.
