-As Opposed to my original goal of making an all DPS oriented Character/ Ship, I can't help but try making this build. Its a gamble for the most part, as I was encouraged by the results of my experiments with my Kobali Command Boff...

Man, I want Inspirational Leader on my Rom, but it's like +100 mil EC or something now. I don't think this ship needs Improved Brace for Impact, it should be tough as nails as a Cruiser, and you have plenty of heals. Use Predictive Algorithms instead.

I think you have excessive Science BOffs and insufficient Tac BOffs, especially considering All Hands On Deck: "While this trait is slotted, activating a Tactical or Command Bridge Officer ability will reduce the recharge time of Science Bridge Officer and Captain abilities."

DEM1 by itself doesn't do much. Regardless, I'd suggest grabbing 2 purple Conn DOffs, 3-2 Blue-Purple DCEs, and the following:

LCdr Tac: TT1/APB1/FAW3
Lt Eng: EPtS1/?
Cdr cEng: ?/?/EPtW3/?
Lt cSci: HE1/ST2
Lt Uni: FAW1/APB1

The Conn DOffs means your TT1 is at 15s cooldown, and DCEs allow for Drake build, giving you EPtS1/EPtW3 on rotation.

You can cycle between FAW3/APB1 and FAW1/APB1 every 20s. Remember that we have a Specialization that gives you temp HP when you use an attack pattern, making attack patterns double-awesome. If you have a Zemok, you can take APO1 instead of FAW3, and replace one of the APB1s with FAW2.

EPtW, APB/APO, and FAW is the lynch-pin for damage. It's pretty much what you want on every ship.

This leaves 4 abilities. An Lt Eng, Ens Eng/Command, Lt Eng/Command, and Cdr Eng/Command. That's enough for plenty of options.

Since I have a Marion, I personally take 2xDEM1, and I always take AtSIF whenever possible. That means:
Lt Eng: EPtS1/DEM1
Cdr cEng: ?/DEM1/EPtW3/AtSIF3
Which leaves me with 1 Ens Eng/Com, so I can either play around with Overwhelm Emitters or just grab Eng Team.

If I wanted a Cdr Comm power, you'd give up 2xDEM for AtSIF1 and RSP1. There doesn't look to be anything really worthwhile, though.

Have you tried the "upgrade" paint job? It's free and it makes it look kinda borg-like. Here's mine, minus the gleaming effect it has.




I'm still working on my build since I just came back and I still have all fleet anti-proton weapons from back when they were overpowered on my Scimitar. I've had a lot of success with dual torpedos on the back and dual heavy cannons on the front, with the 2 piece bonus making the turn rate so sick it makes for great strafing runs, cannon the shield down then torpedo them in the face, with 4 beam banks to handle side stuff. I have basically the same set up you have, but I'm running the 3 of the 4 current Kobali items til I get the new one, which basically is a constant hull healing, and 4 Mk XIV very rare anti-proton tac consoles. With the 4 console buffs, the platforms, and the Kobali set, I put everything else into damage and the set bonuses take care of the HP, so I can use tac officers and offensive engi and sci abilities except one emergency power to shields, and have the Kobali uni console and the singularity buff for "oh crap" situations.
