If you're going A2B, the easiest change would be to replace FAW2 with Attack Pattern Beta 1, so that you fire FAW1/APB1 every 20s. That should increase your damage.
Personally I pulled 24k pre-DR with a non-A2B Sci Oddy, but it was not a cheap build, with 1 Zemok, 1 Marion, DCEs, and a Leech.
The question is how much are you willing to change, and what are your resources?

In general, we want to avoid A2B unless it's absolutely necessary due to the ship layout. Aux powers [AMP] and the T4 Nukara traits, as well as most recovery abilities. Getting rid of Aux is not something we want to do unless absolutely necessary.
For a Fed, we also want to have as many Tactical stations as possible, without having redundant abilities. This is because the Rare/Blue Male Romulan Tactical BOffs from a Fleet Embassy has the Superior Romulan Operative trait.
So with all that in mind, there's no real reason to go A2B on a Tac Oddy, since you can have 3 Tacs with SRO instead. It does require at least 3 blue or 2 purple DCEs in order to keep EPtS/EPtW cycling reliably. The following layout requires 1 Zemok (or equivalent) DOff:
LCdr Uni: TT1/APB1/APO1
Ens Uni: TT1
Lt Tac: FAW1/FAW2
Cdr Eng: EPtS1/RSP1/EPtW3/AtSIF3
Lt Sci: ST1/HE2
With sufficient DCE DOffs, either EPtS1 or EPtW3 can be activated every 15s, allowing for near-100% uptime on both. This will also cause the EPS Manifold Efficiency trait to constantly activated, requiring only 3 ranks in the Starship Batteries skill.
Having two Tac Teams also allows you to fire that off every 15s for shield rebalancing, and Aux to SIF 3 is also on a 15s cooldown, so you spam that as well. It's a very good heal and damage resistance buff. If it's insufficient to keep your hull up, that's what HE2 is for. Sci Team will be your shield heal, with RSP1 as a very effective backup if things get heavy.
Offensively, you're cycling between APO1/FAW2 and APB1/FAW1 every 20s. Use EPS/Nadion during the former to push damage higher during that part of the cycle. Remember that EPtW3, which we have cycling, also gives a +30% damage bonus in addition to helping keep your Weapon Power at 125 throughout the FAW.
If you don't have a Zemok or equivalent DOff, instead go:
LCdr Uni: TT1/APB1/FAW3
Ens Uni: TT1
Lt Tac: FAW1/APB1
Then alternate between FAW3/APB1 and FAW1/APB1 every 20s.
If you're using a spacebar spam keybind, make sure your offensive abilities are not on it. Put it on a second button that you only hit twice every 20s, so the attack pattern doens't desync with FAW.
For traits, you want Auxiliary Power Configuration Offense, Precision, Enhanced Armor Penetration (even after the upcoming fix), and Advanced Targeting Systems. They're essentially CrtD, CrtH, Pen, and a buff to all offense from Aux power.
Your warp core is good, but shields we want Resilient because it effectively negates 5% of all incoming damage - so long as shields are up, 90% hits shields, 5% hits hull, and 5% goes away. The Nukara shield is Resilient, and because Attack Patterns sync'd with our attack skills is key, we use the Romulan engine for the buff to Starship Attack Pattern. So Nukara deflector, Romulan engine, Nukara shields.
Weapons, I do recommend 7 arrays with 1 KCB, but Fleet arrays have suboptimal mods. [CrtD]x4 or [CrtD]x3[Pen] are ideal. Since you already have Tac Vul Locators for Phaser you can stick with Phasers, the key is [CrtD]x4 or [CrtD]x3[Pen], which you can craft yourself. (Make Mk II arrays, if it's not [CrtD]x2[Pen] or [CrtD]x3, discard. If it is one of those, upgrade them. If they don't pick up [CrtD] when they go UR, discard and try again. Of course, you can always just accept the not-best combination of mods, but try to have at least [CrtD]x3 or [CrtD]x2[Pen]. I feel [Acc] or [CrtH] are acceptable 2nd choices, just make sure not to pick up a [Dam].
You should still get the Zero Point Energy Conduit, which is a fine console by itself. The Bioneural Gel Pack alone isn't worthwhile with this build, because all your important cooldowns are at their minimum anyway. Neither is the Hydrodynamics Compensator by itself. If at all possible, try and get a Plasmonic Leech, but they're costly off the Exchange.

Running A2B is fine and works wonders still for dps. The weak point in A2B is that because it's an A2B build you will have to watch your auxilliary power whenever you want to heal yourself. But that can easily be overcome by just popping an auxilliary battery before you heal.
Also if you're gonna run A2B build, you need to get the technician cooldown bonus to at least 25% whenever you use A2B, most A2B builds rely on A2B to reduce cooldowns and to jack up weapon power. The best way to farm technician doffs is to do the doff mission line for B'Tran cluster which is in the Omega sector, that doff mission line will give you the chance to farm a Very Rare technician doff.
I also redid your skill tree, you have a few points that IMO aren't neccessary, when I run my A2B I don't concern myself with getting drained because in most PVE situations a simple battery will pretty much fix your drainage issue.
Also as Dark mentioned before going for [Crtd]x3 [Pen] or [Crtd]x4 modifier beams IMO is a waste to do so for any energy type that isn't Antiproton, most people that pursue those weapons are people trying to top the dps chart with 50-60k dps builds. But if you're just trying to break into 20k+ dps just switching over to Antiproton and seeking out [Crtd]x3 mods will be enough.

I agree with Dark, make sure you use an omni phaser array, but I love omnis. KCB, omni, 6 arrays if you are using intel. Then you don't have to worry about [acc] at all. You can also replace your field generator (sci) with an exotic particle field exciter [shieldhp] and get the same shield hp but the bonus dps from field exciter. And plasma leech is pretty much the best thing that's ever come out.
As for the arrays you can get decent UR's on the exchange right now for around 2-3m. Good chance of getting them to proc epic upgrading them as well.
