    October Khitomer Games Committee Meeting Minutes


    Date/Time: 10/22/16 2000 UFP
    Committee Members Present: Chase, Gunges, Ned'Ya, Tullius, thexpl0r3r, Mark Okuda, Spacedreamer, Zoidberg
    Guests Present: Begotten, Bridger, White Knight, William Balthazar

    General Discussion:

    1. Improvements to the Defend the VIP game-type:
    Changes to gear:
    -Both VIPs will be in a Support Cruiser or a Kamarag Battlecruiser (Both are available for free by completing the Temporal Ambassador Mission)
    -Each VIP ship will have the same gear and number of weapons as the T1 Ships
    -VIP will be able to utilize the additional Boff seats (Same Boff ability restrictions apply)

    Changes to Rules:
    -Both VIPs will have to engage one another before another ship can fire a shot.
    -VIP is able to do as it pleases after the first engagement
    -Tractor beam is banned for this particular game-type


    2. Ways to better advertise/gain awareness/incentivize participation for the event:
    -Potential Advertising Plan:1. Announce the Games a week or two before the UFPAC2. Recruiting push* during the UFPAC weekend 3. Hold the event the weekend following the UFPAC. *Create a recruiting/awareness video based off prior committee testing runs and, if able, play it during the UFPAC presentation during one of the breaks
    -In-game mail advertisement
    -Give the winning team member each a Lockbox key as a tangible reward.

    3. New Game-type ideas
    -Carrier defense idea-The new rules for the Defend the VIP have evolved the flow of the game and will be very similar to the carrier defense gametype. It has been decided that it would be almost redundant to run both gametypes at the same Games. After more testing is done, the carrier defense gametype could potentially replace the defend the VIP in future Games

    -Different Space ideas:
    Potentially a friendly T5 match at the end for those interested but will not factor into the Games score

    -Ground
    -TNG type disruptor vs Phaser pistol match. Rules are a WIP
    -Ground variation of Defend the VIP

    4. Frequency of the Games
    -The Games will be held quarterly around the time of the UFPACs. We will hold an optional monthly Committee meeting for discussion/voting and conducting testing

    5. Potential for live streaming:
    -We will definitely record the match, make a video and post it on the forums following the Games. Depending on the amount of interest to watch it live at the next Games, we will look into live streaming it.

    Specific Rule Changes:
    1. Are T'varo and T'liss warbirds be allowed?
    - No, not at this time.
    2. Balancing Specializations:
    -Only Intel and command specs will be allowed. All others will be banned. Commando will be used in space and the secondary.
    3. Should we ban ultimate abilities?
    Yes, all ultimate abilities will be banned.

    Potential Volunteering Opportunities
    -Numerous committee members volunteered to show up early to be able to give new players 1 on 1 attention when setting up their ships and understanding the rules by asking any questions they have.

    Testing to be done:
    -The effects of not limiting the VIPs from using all their boff seats available on their ships.
    -Testing the current rules for Ground PvP
    -Mechanics of the Assault gametype on the Ground
    -The overall effects of allowing the use of Boffs with Infiltrator/ subterfuge/ Romulan Operative traits
    -Testing exactly how long it talks to capture a point depending on how many ships are attempting to do so.

    General Discussion Points:


    1. How can we improve the announcement and recruiting post for the next Games? Would the poll be better if it only had two choices or is there a completely better way of doing it?

    2. Thoughts on the idea of once a new person signs up for a team, they are assigned a committee member from their respective team as the go-to person to answer questions that they will have.

    3. Thoughts on if VIPs should have more, less or the same amount of offensive capability as the rest of the ships in the match.

    4. How many gametypes should we try to have for each Games? Should we add two ground ones to bring the total up to 5 and turn the overall games into a best of 5 matches. Should we keep the Best of 3 set system for each gametype or just make it 1 and done and add more gametypes or just shorten the overall length of the Games.

    5. The current plans for the trophy is to photoshop a small Federation or KDF emblem to onto the trophy shown below after the conclusion of each of the games to look like it was etched into it and then posted it on the division homepage. The idea is for it be a way to record the winner and then act as bragging right as it is displayed for the next quarter. Does anyone have a different idea on how this could be done better? Or anyone willing and able to photoshop the emblems?

    Specific Decisions:
    1. Should Fed/KDF aligned Romulans be banned unless the player legitimately has no other pure character to use?

    2. Should we ban the use of Boffs with Infiltrator, Subterfuge, Romulan Operative/Pirate/Leadership Traits by anybody? We could provide legal Boffs for anyone who legitimately doesn't have any legal Boffs to use.

    3. Should we ban all captain abilities except for Brace for Impact/Evasive Maneuvers/Ramming Speed? So KDF would only be authorized to have 7 totals abilities in their tray. (Brace for Impact/Evasive Maneuvers/Ramming Speed/3 ensign level Boff abilities/Battle Cloak) Fed would be the same except the have the 4 cruiser comm array abilities instead of the cloak. Or should we just stay with banning Fleet Support and Photonic Fleet?

    4. Should the order of the gametypes be randomly selected the day-of or should they be a predetermined specific order? Should the maps be predetermined or random?

    Current Rules

    Below are the current set of rules, please review for any loopholes of is anything needs to be added/removed/changed or discussed

    Gametypes:
    Team Deathmatch-Briar Patch
    Defend the VIP-Cracked Planetoid
    Capture and Hold- Salvage Operation

    Two of the Gametypes will be played, if it is tied after the two matches, a third Tie-breaking Match, with the last gametype, will be played to determine will be the winner of the Games.

    The order of the gametypes will be randomly selected


    Rules for Team Deathmatch:
    First team to 15* kills wins the set
    First team to win 2 of 3 sets wins the match

    *will change depending on the team sizes

    Rules for Defend the VIP:
    Each team will have 1 person designated as the "VIP."
    The only way to score a point is to destroy the opposing team's VIP.
    The two VIPs must engage each other before anyone else can fire.
    After either VIP is destroyed, one team will be awarded a point and a cease fire will be called.
    Both teams will then move back to their spawn points to respawn and regroup.
    Once both teams are ready and the referee will gives the go-ahead, the next round will start once the VIPs engage each other
    The first team with 5 points wins the Match.
    *Tractor beam is banned just for this gametype


    Rules for Capture and Hold
    Winner of the one game to 1200 Influence, wins the match


    Ship Options:

    KDF
    B’rel class BoP or B'Rotlh Bird-of-Prey (Can only use 3 of the 4 ensign boff seats)
    VIP- Kamarag Battlecruiser

    FED
    Light Cruiser or Constitution Class or Utility Cruiser
    VIP- Support Cruiser

    Restrictions:
    -Must be level 40 or Higher (Must be able to equip MkIX Gear)
    -No Traits of any kind (Starship/Personal/Reputation/Tier 5 Active)
    -No Lockbox/mission reward Bridge Officer abilities (Only abilities able to be purchased from the Bridge Officer Trainer for EC are allowed)
    -No Active Duty Officers
    -No Active Specialization Abilities (Intel Fleet) Passive abilities are OK
    -No Ship Consoles
    -No Consumables of any kind
    -No Fleet Support
    -No External reinforcements (Nimbus Pirates/Delta Reinforcements)
    -No Temporal Negotiator


    -All Captain Abilities are allowed (Except Fleet Support or Photonic Fleet)
    -Intelligence or Command Specialization must be used as Primary Specialization
    -Commando must be set as your secondary specialization (No Strategist)
    -Federation may use Cruiser Comm Array abilities (Attract Fire/Weapon System Efficiency/Shield Frequency Modulation/Strategic Maneuvering)
    -KDF may use Battle Cloak*

    *VIP may not cloak

    **Match Referees will we spot checking participant's Gateways and looking for the visuals of illegal abilities to ensure rule compliance. If rule infraction is observed and confirmed, player will be given one warning and the second time the player will be removed from the game and the team will have to finish the match a player down**

    All bought from the same Ship Equipment Requisition Vendor (Federation/KDF)

    -Three Common MkIX weapons (Beam/Torpedoes/Cannons) - 13,577 X3 EC
    -Common MkIX Ship Gear (Deflector, Engine, Shield, Core)- 13,577 X4 EC
