That would be nice for some of the more expensive items to craft, but re-rolling or changing a mod on an item would be nicer.

I would guess its either:

1) Some means to break down gear into component/mods to use for crafting and upgrades.

or

2) It's some means of changing/re-rolling/chosing the mods on crafted and upgraded gear. This i'd say is more likely as it makes more sense to re-engineer something to suit your needs better than to just break it down.
Perhaps this is what people have always asked for, but i suspect it will come with a hefty price tag, crafting after all does eat a LOT of dilithium already. It's their big thing for top tier gear after all, it forces those wanting Mk XIV Epic all [critD] weapons to pay the high price.

Alternately, if they do let us pick them without randomness, I foresee either a failure chance or an upgrade-style exp bar to fill before you actually change one (Cryptic has usually favored grind over roll with these systems, the one exception being quality upgrading, but even that has a grind target if you keep missing rolls).

I imagine they'll make the real attraction of the system either in unique modifiers not otherwise available or wider availability for ones only on special equipment, or maybe in improved versions of common modifiers for straight-up power creep. If it's just playing with the standard modifiers I think it'll end up being a level of min-maxing that a lot of players just pass on, the cost/gain ratio probably wouldn't be worth it except for those people who were already retooling their entire weapon/console loadout with each new lockbox or holding for the marginal-even-in-theory gains.

I suspect it's likely a opportunity to have one mod randomly changed; I suspect if people are going to use this they get to pick the one changed. Don't think anyone would be happy if a CrtD mod was changed into a Thrust mod.
