Mission Summary
After several months of diplomatic talks and negotiations, the Federation and the Romulan Star Empire have agreed to let Starfleet intervene in humanitarian aid on some of the border systems as well as help defend against unnecessary or overloaded Klingon attacks. This is a classified as a non-aggressive, defensive peace accord and is not considered any kind of treaty or alliance. Starfleet Command and the Romulan Galae now wish for a few starships to meet in the neutral zone for a sharing of tactical data needed to uphold the accord.

Mission Progression: Unloading Aid Supplies & Awaiting USS Corsair

It was nice spending the last several day's at high warp, returning to the Beta Quadrant, and seeing many more familiar star systems. Our new order's were to pickup supplies & aid on Vulcan before dropping it off at Starbase 39, the federation has been coordinating medical ships with supplies and medical teams into a few Romulan systems from there.

Our mission is to offload the supplies while we wait to be joined by a Nova Class Planetary Research Vessel, which is equipped with additional sensors and scientific systems to greatly compliment those made during our retrofit.
Starfleet has concerns since Hobus Star went Super Nova, being adjacent to the Romulus System which was destroyed; has introduced several unknown elements. All senior officer's have been well briefed on the event that re-opened Dialog with the Romulan's following the incident of 2379, Starfleet is concerned progress of the USS Titan under Captain Riker establishing diplomatic ties could come into jeopardy if tensions or conflicts arise.
Starfleet had moved quickly to offer aid and medical assistance to the Romulan's; however, it's only in the last month or two they have agreed to accept humanitarian assistance, which only occurred weeks following the incident. The Admiral mentioned Starfleet has been closely monitoring several Science Outposts along the Neutral Zone, recently however Romulan's expressed specific concerns of growing report's of Klingon's incursions along their border. The Federation however does not have any outposts between Lambda Hydrae in the center of the Neutral Zone bording Federation, Romulan and Klingon Space until the Neutral Zone enters back into Federation jurisdiction near the Iconia System.
Once joined by the USS Corsair we have been ordered to contact and join the IRW Cumaen in the Nelvana System in the middle of the Neutral Zone. At that time I suspect the Romulan's may ask us to proceed toward Beta Pictoris before then arriving at Lambda Hydrae. But much of this is speculation from Command about what the Romulan's may ask for. I only hope the reports of Klingon incursion's are limited or a few rogue elements.
Starfleet Intelligence Update
The Klingon Military following the reinstatement of the Khitomer Accords had been significantly diminished during the Dominion War of 2373-2375; but have moved aggressively to rebuild the fleet which suffered far greater losses under Gowron than the Federation or Romulan's. While progress had been made to work together during the Dominion thrust, Starfleet Intelligence acknowledges while Martok maintains firm control of the Council, they recognize his support is not as strong as it once was.
Starfleet Intelligence has been concerned there maybe one or two rogue member's of the High Council who might try to take advantage of the Hobus incident. Concern's have been raised recently within the Intelligence community that Martok's year's in power may be numbered. Klingon's will likely have noticed reduced activity along the Klingon border, as some Romulan ship's were dispatched to aid colonies that neighbor the Hobus Star Systems. Starfleet Captain's are advised to proceed cautiously under the terms of the Khitomer Accord's with the Klingons; mean while Starfleet continues to pursue diplomatic talks with the Romulan's that have taken year's to slowly establish.

Arrival at Starbase 39-Sierra - Stardate 65047.98 - Jan 16, 2388 - 18:42:59
It's been a few days since we got our new orders. The journey across the cosmos has been no more interesting than our seemingly endless patrols, but I am indeed eager to work alongside the Yorkshire and Commander Bradford. I have briefed the Senior Officers and warned them to be on their best behaviour. I've warned them that for the duration of this adventure, craic won't be tolerated. The last thing I needed is a scolding from Admiralty because m'crew is acting the maggot.
Docking Procedures have been completed, with the Corsair getting a few moments rest. She's worked hard the last few days, and I suspect the crew will appreciate a short few hours reprieve from tapping away at consoles. Those unfortunate enough to have been trapped on-duty were naturally unhappy. Few of them have any real love for the Romulans, and while I don't necessarily blame them, we mustn't refuse to grant humanitarian aid. I had expressed my concern that there were more suitable vessels closer to Starbase 39, and that our efforts were better served maintain patrols, but those concerns seem to have fallen on deaf ears.
I am due to meet Commander Bradford shortly, and will have my First Officer continue to co-ordinate departure preparations. The crew tend to prefer her guidance, if only because her supervision is far less overbearing than my own. With any luck we'll be underway in no time. I hate waiting in one place for two long. The Old Girl tends to get a bit stiff. Upon departure, we're due to rendezvous IRW Cumaen. I dread being stuck in the presence of a Romulan longer than necessary.

Romulan Neutral Zone
The Imperial Romulan Warbird Cumaen was slated to meet two Federation vessels in the neutral zone. That was one of the simplest mission summaries ever, and yet it would be one of the most complicated things the Romulans had to face. There had been MANY difficult conversations with the Federation and Starfleet since Hobus, but this was the first real meetup of a military group to compare notes, as it were, and perhaps something more tactical. The Klingons were on the move and the Ferengi were cashing in. Everyone had to be on their best guard.
Near the tip of Federation Space is where they were headed, but not too far to the west of Rator and actually fairly close to their encounter with Gurn's Klingons recently, is where they were to meet. The Nelvana system, right in the neutral zone. The Cumaen was there, just having arrived, although a bit earlier than they were told.
"Sir, we've arrived, cloaking is online and we are running silent."
"Thank you Farrol," said S'Havraha to his sub. "Monitor all frequencies, keep long- and short-range sensors on max." He was seated, mostly calmly, in his command chair, waiting their new friends...

Entering Romulan Neutral Zone - Stardate 65072.27 - Jan 27, 2388 - 10:50:41
Mission Progression: USS Corsair delayed do Rare Astronomical Phenomenon

Despite the first months of our ship's duties since the Retrofit being far more routine, recently we found ourselves being delayed as analysis revealed some unusual activity near Alpha Centauri. Starbase 39-Sierra had started to get concerned about a communication disruption from the system, which warranted the sudden new order's from Starfleet to head there with the Corsair and investigate, despite our initial plan to rendezvous with the Romulans day's earlier. Given high tensions around the Neutral Zone since Hobus Starfleet felt is best this take precedence as most other medical ships in the area were already assisting the Romulan's.
Upon arriving the Yorkshire & Corsair still found it difficult to establish communication with the populated planetary system even as we got closer to the system which we discovered was also experiencing problems with some of their electronics equipment. However after several day's realizing that most of the population was in no immediate threat, I had conferred with Commander Byrne who agreed they would remain behind in the Alpha Centauri System to aid in identifying the cause, and ultimately attempt to finish re-establishing subspace communications with other Federation systems. With the Corsair being a Science vessel she was better positioned for remaining and agreed the lone ship better positioned to enter the Neutral zone unescorted given it's recent retrofit was the Yorkshire. Commander Byrne agreed to attempt to rejoin us in the Neutral Zone as soon as possible.
That decision to have the Yorkshire enter the Neutral Zone alone has our expended arrival almost 5 and half days later than we originally planned. Thankfully as we moved out of the Alpha Centauri region communications once again were established with Starfleet which indicated a delay had been communicated to Romulan Command but may have lacked any specifics initially. I only hope the Romulan's are understanding as tensions are high right now around the neutral zone, and while the Federation is providing several ships to relief efforts, still I can only image how my first conversation with the Romulan Commander will begin.
Right now however my thoughts are with Commander Byrne who I hope is able to quickly overcome the remaining challenges with his Crew and rejoin the Cumaen and Yorkshire to provide what aid or assistance we can. I've asked the ship's communication officer to establish communication with the IRW Cumaen, erei'Riov S'Havraha indicating we will be entering the Neutral Zone in the near future and should be in the Nelvana system in the coming hour. I only hope the Romulan's Commander has not heard or witnessed further intrusions or escalated behavior from our Klingon Allies.
Ever since the Dominion War many Starfleet Captain's view that alliance with the Klingons often with more shallow integrity... ...hopefully however the effort's the Enterprise and later the Titan under Captain Riker which opened dialog with the Romulan's will eventually blossom into something a little more peaceful and diplomatic as matters with the High Council have been tested too often in recent years.
GOD willing... Maybe one day we'll be able to work side by side with both the Klingon's & the Romulan's.

IRW CUMAEN, RNZ
The Cumaen was standing firm and silent near the meeting place. Their scanners were on maximum passive reception and all frequencies were being monitored. Nothing came through and it had been hours. In fact, an entire two shifts had gone by since the meeting time range had started. But they were given a 48-hour window through which they were supposed to wait.
S'Havraha paced, having only taken a short couple breaks for food and maybe a snuck-in nap. "Status update," he said for the billionth time.
Farrol nodded, tired of the order, but obeying to the last. "Still nothing, rekkhai. We are approaching hour 24."
"I know." S'Havraha sat down. "T'Lorin, prepare to jump to warp and head closer. Maybe it's our move."
"Rekkhai, locked and ready," replied the flight controller.
"Cloak standing nominal," reported Priol. She was always on top of their main systems, a true engineer at heart.
S'Havraha was about to give the order when Farrol chimemd in. "Wait, riov," he said, giving a stopping open hand motion. "I have something on sensors, long-range."
ir'Sorso plugged away at his console, getting instantly-relayed data from Farrol's panel, as well as other ties from the systems on board and links from nearby neutral zone sensor relays. He linked it all together and nodded. "Confirmed. Federation Starship approaching the neutral zone."
"Signature?" asked Farrol.
ir'Sorso nodded again. "Broadcasting, NCC-47942-A, USS Yorkshire." He looked up. "That's one of the ships on our list, rekkhai."
S'Havraha shot a glance at Farrol after watching ir'Sorso's work. He looked straight ahead and remained seated, upright and proper. "Take us closer." The ship moved closer at full impulse until the ships were basically in close range... although not too close. T'Lorin had already been given specifics on this type of meeting. The Cumaen could cloak and warp before anything could hit them.
S'Havraha did not call out to his comrades but tapped a button his chair himself, opening a hailing frequency on the agreed upon variant channel. The ship remained cloaked and went dark again after they halted. "Starfleet Vessel Yorkshire, this is the Imperial Romulan Warbird Cumaen. We confirm your arrival and send our greetings."
