The materia Dualcast is the TMR from Ludmille (3 star base). It's an Ability that will let you cast any two magic in one turn.
Noctis had the Dual Wield materia, the TMR from Zidane (3 star base, was on the recent player's choice banner). Lets you wield two weapons (obviously), and any Ability that does Physical or Hybrid damage will attack twice - once with each weapon. Elements from either weapon will apply to both. It's on Orlandeau now, though he's not fully leveled up yet.
The accessory Genji Glove also grants Dual Wield, but that's from Gilgamesh and much rarer. I'm grinding that now, actually.

I wanted him for his steal everything, it'll help a lot towards getting the trophy.
He's also supposed to have a potential MVP ability in the Twist of Fate thing that steals a buff from a target and gives it to the party.
