Look at the link above again. Borticus came from on-high and said (poorly summarized by me):

* Colony weapons will have a proc chance per cycle, so the initial impression is wrong. Thus, the Holodeck version will be corrected.
* All weapons will have a per-cycle proc, so if they don't then it's a bug to be reported
* Elite Fleet shield proc will have a 300% heal increase and will get rolled out with the Colony Weapon update.

Lol, nerf before unlock. I'm honestly not sure what else is really a woo factor for the colony other than the weapons.

They used to have this but got already nerfed so basicly.

Well i bought a colony torpedo and the shop shows them at the same strength.

With over 158% crit severty it heals around 750 hull and shields. Using attack pattern alpha pushes it to 840.

Cryptic really knows how not to balance in a middle way. Either broken op or useless after a balance change.

I'm not convinced fleet weapons (from anywhere) were meant to be "better" than items from a Lockbox (where someone had to spend real money to access the randomized contents). Rather, they were an alternative to everything else in the game because of the proc. Without a doubt, they are very cost effective relative to LB weapons and maintain the 'canon' aesthetic.

Crafting have pushed them out of serious consideration for the most part, in my opinion ... until the colony weapons. Re-engineering may likely put colony weapons back in the cost-efficient-but-not-serious purchase queue again.

Considering it is a torpedo with a low rate of fire, it will not save you.
