    I don't quite understand why you are being so stubborn on this. Data performed engineering tasks too, but he wasn't an engineering officer, just because he can do those tasks, doesn't mean that is his primary duty on the ship. That's like saying a chef is also a waiter, because sometimes they put food on a customers table.

    Canonically, Data was the Operations Officer, and second officer. He was promoted to full commander and XO, however, never assumed the role as he gave his life in the line of duty to save Captain Picard from the thalaron weapon on the Scimitar. Done and done.

    Once again, of course there were plenty of science officers. There were plenty of science enlisted as well. Each division had a division head who reported to the XO, who coordinated through Ops as well as Engineering if need be.
