That is a tough question.

Maybe you aren't given the rank of Captain straight away, and you are in some kinda trial-period to asses if you qualify. It still leaves you in command with all of the Captains abilities while still allowing Eagles to return to his role.

This is a tough question and I can't help but list the three things which seem realistic for what Eagles can potentially do.

- He can return as the Captain. (The promotion pending is a good way to leave his position open, but how long can we go through the roleplay and all of the stories within without the Captain?)

- He departs and doesn't return. (We want him back but I have to list it )

- He can come back as a new character. (This seems to be the best option to me because we want him to be here but after being away for a long time, he's missed out on a lot. With the changes within the roleplay's overall structure, Eagle's stepping down as the CO, we can't realistically go back to the way things were before. Having a new character joining us would allow him the chance to catch up while also letting him participate again.)

At the end of the day, it is his choice to come back.

As for what we should do? I think the promotion pending at least until we've completed our first colony would work out just fine. It gives him a bit more time to return if he so desires and gives Starfleet Command that trial time so we can prove to them our characters are up for the job if he doesn't come back.

His trial period is his time earning commander already. The hierarchy of ranks were established for this very reason. Remember when Picard got zapped by the Borg? Riker jumped right up there haha IF Eagles wants to come back, we'd have to do some Q parlor trick haha or maybe we'll be passing back through DS9 or something. Too early to tell.

The Best of Both Worlds, where Picard was captured and Riker given command of the Enterprise by Admiral Hanson, along with a promotion to Captain, was the very episode I was thinking of with the promotion we're doing.

As for Kitty's promotion, I see it as Riker being promoted after the Borg took Picard. It looks like Starfleet promotes simply due to the circumstance.

Riker, I think, was a special case. As wasn't he way overdue on promotion to Captain as he had turned down the promotion and a ship command twice as those ship commands were not the USS Enterprise.

By Nemesis, he had accepted the promotion and command of the USS Titan, as he felt if he turned it down he wouldn't be offered one again.

As Starfleet does have structure, if a captain is incapacitated, the XO takes command. After the XO, the next senior officer in the chain... but that position of command is not permanent until some Fleet Command makes it so (as WelshAvenger mentioned).

The gold lining here is that there is some very rich story and plot potential here (and appears to already be in the works, which is awesome) to work out the succession of command and authorization by an Admiral. Definitely looking forward to seeing this in the story.

Congratulations! I bet that is a great feeling and a load off your mind (house sold and fully into your new one).
