The Kelpian one was weird in one respect because the Federation were sticking to the Prime Directive (or whatever it was called then) but yet it's pretty clear someone with advanced tech is already affecting the development of that planet by abducting the population!
Seems to me Starfleet could easily go in to investigate and determine the nature of the group doing the abductions and determine if they are hostile etc, and then decide to act or not. Without that going on the Kelpians might have developed way beyond the mere "cattle" that they seem to be trapped as; Saru is certainly a good example of what potential they have.
