Believed to be the first in a line of new Gagarin-class Battlecruisers, the USS Phantom is of particular note for its heavily modified hull and bleeding-edge technology. Unlike others in its class, the Phantom was reserved specifically for extensive modification by Section 31, to provide the Black Lotus Expeditionary Force with a ship not only capable of performing the unit's primary mission, but to do so with a vessel of properly-sanctioned starfleet design; a recent departure from the unit's prior fleet doctrine.
The USS Phantom exhibits the absolute best aspects of Federation technology throughout its history, culminating in one of the most fearsome ships of the line, even featuring a hallmark Section 31 [REDACTED] for emergencies. While it is not yet fully known why Section 31 elected to employ a thoroughbred Starfleet vessel in one of its most exotic and clandestine units, it is of little surprise that the ship itself remains at the bleeding edge of our time's available technology.
