Bear in mind that the provisional ranks are canon (information regarding them from Memory Alpha is below). The only reason the Maquis used them in Voyager were because at the time they were not Starfleet officers and Starfleet could not be consulted therefore they were given the provisional ranks as a field commission.

In {UFP} they are used more to denote a temporary commission until the full rank is confirmed.

If you look at DS9 and the later TNG movies, you'll actually notice that the FC style uniform was never "panic button red", but rather more of a wine red.
The colour in our ranks has been taken from a quality close up shot of a screen used costume, so it's about as accurate as we can get it.

The old ones were just one side of the collar and were done as a horizontal bar, quality wasn't quite as good either.
