I know F'ea my Feresen love's the D'kora, as reading earlier back, I see it was suggested by Three as well.

But any of the top 4 are all likely good choices for a TAC captain.

But yes per below the Bastion is also very good. But I admit the Undine ship has a great appeal from the looks alone.

I think the Nicor, DKora, Nihydron and deck cruiser looks good. I do like the Nicor Bioship though.

Yeah the D'Kora, Bastion, & the Nicor are all three solid choices. They offer free ship upgrade too which is alittle extra boon.

Came back with crunched numbers.

Your best bets for non-a2b are Nihydron Destroyer or Arehbes Destroyer. Overall, the Arehbes once properly built should balance survivability and dps way better and would suit your needs better, especially for a lower budget. Nihydron edges the damage output slightly, but it's more of an effort to make it work. If you can't afford 3 blue technicians (for aux 2 batt), the Arehbes is the optimal choice.

If you can afford 3 blue technicians (for aux 2 batt) - the d'kora will outperform those - ferengi d'kora - Ask the Ferengi D'kora to the donor and he'll know what to pick and handle to you.

Nicor also works, but it's just like the arehbes. I'd personally run the arehbes between the two if you're not running a2b. For a2b, nicor will be underperfoming the dkora overall. Each tac boff slot is a SRO (2 crth, 5 crtd).

Questions
. 1. Can you afford 3 blue technicians (or does anyone offer to donate them to you?)
. 2. If the answer is yes to 1, would you lose 2crth and 5 crtd for a faster undine ship that doesn't run dem3?

If 1 is no - Arehbes and run PO2 on it for cooldown management.
If 1 is yes, ferengi dkora is the better choice ( unless you wanna run energy+torps too)

If aux2batt - dkora
If not-aux2batt - arehbes/nihydron. Arehbes is gonna get a better cooldown management if you run po2 on it. Nihy has a little morr damage to it, but not that much vs arehbes.

The best bet if you got 3 blue technicians (aux 2 batt cd reduction) is to get the dkora and we can go from there on building you a solid ship.

Together with the Pastak admirality card from the Time and Tide mission you have two really great and useful admirality cards before you can afford the gamma vanguard pack.

The ship itself is nothing special as you won't use it anyway once you get ahold of any T6 ship.
