If you want a ship to dps that's still a federation can of phasers, pick the Fleet Sheppard Miracle Worker Battlecruiser.

It can outdps the vengeance in some edge cases and it's really friendly for both budget and high end builds.

I have well over a billion, and this is in my budget. My completely subjective opinion:

Mechanically, not worth it. Not meta, and outperformed by cheaper alternatives.
Aesthetically, not worth it. I think it looks like garbage, a flying pizza cutter with extremely limited customization options.

Also it's too big and unwieldy, and as a person who primarily flies Romulan Dreadnaughts I know a thing or two about too big and unwieldy. Always a joy when I hop into a Jem'Hadar Vanguard Warship on my alt for endeavors - much weaker (since it's odds and ends, just built for endeavors) but so much more snappy, and a relative joy to fly.

As someone who owns the Universe Class, I can say it's not the worth the cost. I only briefly used it and it's sitting in the dry dock ever since.

It's more of a collectable than someone's go-to ship. Not the rarest ship in the game, but you don't see that many of them flying around these days.

I mean, I could fly in a 4/3/1 Escort, but do I? No. I fly in a 5/2/1 Pilot. I have an Omni-Beam in the front. I could put it in the back and have the exact, same weaponry.
2 Arrays and 2 DHCs in the front and 3 Omnis in back. It would work. But I like barrel rolls.

Maybe I should TRY one of the other Escorts. But can I find a 5 TAC console Escort?

As do I, but I'm always researching things, or experimenting; not because I like or dislike something. In fact just like the show life is a process of discovery, for everyone, and includes several learnable opportunities. After all no one likes their imperfections or nuances, brought to their attention, they are either all too familar with them and trying to improve, or if they are not, then may still be in that process of discovering themselves.

Another option is the Fleet Recon Destroyer (New-Orleans class). It is a 4/3/1 with 5 TAC consoles.
