Well not really but since it was rather hard for Fed and KDF to get high level of CrtH the Dmg mod was the best choice, but since we can go to equal levels like Romulans have them now CrtD is the better mod.
Edit: Romulans should be able to rech 70% or more CrtH.

Here are the box
details.
Phasers sound like they're perfect for the sluggish Buran class, even though the procs dont really matter anymore, but at the same time useless to anyone attempting a tanking type build.
This also probably all but confirms that
the Discoprise will be an R&D ship.
I can't say it would surprise me if they do. I mean they put the Tac Crossfield one....also figured the only way the Discovery Connie was going to have all the bells and whistles from the finale was if they made it a r&d ship.

Yup, the Lobi store has become the red-headed step-child of STO it seems, barely anything new for years or months and all of it costs a literal fortune to acquire.

This seems to be an attempted turn to make science strong not also in exotic builds, but also on intel weaponized builds.
The engineering cruisers will benefit from the discovery reputation, due to certain hull max capacity reasons.
The tacticals should still hold their own, but this is a good update, since we're already seeing a more varied selection of classes.
I'm optimistic up to this point. The only issue would be that the lockbox to exchange prices will be larger.
Also a law that might forbid lockboxes in online gaming might pass, so we should stay supportive for STO.

With the new Lorca stuff and traits and us being able to cross the 30% CrtH on ships, CrtD will become the preferable mod on weapons.
This will apply for non-tacs. A tac with apa+gdf will benefit from mass dmg more than from crtd.
If you wanna be ahead of time, reroll your science and engineering character space weapons to mass CrtD. Tacs who own A Good Day To Die trait would benefit from Dmg somewhat more.
Truth is uncomfortable most of the times. That's why you gotta face it every time.

It for sure seems so. If you look at current hulls that would support such builds then we have only a few really that sports decent weapon layout and a commander science BO staton. The Cardassian Intel Science Dreadnought (4F 3B) and the Vanguard carrier (4F 2B) are two of them.
The name of the Section 31 Lockbox ship hints that perhaps it will be another ship viable for this kind of hybrid playstyle. Especially since its released in the same lockbox as many of the traits etc that supports it.

The solution is even more simple. Instead of the random drop, they turn the drops fully to a variable quantity of lobi. And add absolutely all of the lockbox rewards for lobi in a shop. Gambling legal frame solved. - You always get the same reward, you always get something, the number may vary.
This will indeed drop the profits, but would save the feature from extinction.
Truth is uncomfortable most of the times. That's why you gotta face it every time.

You are wrong on that one once you can maintain a CrtH of over 50% during combat the CrtD mod becomes superior over the Dmg mod even for Tacs.

They won't stop making ships. What they would have to do is revamp the zen store to maintain revenues. This could result in normal T6 ships and premium T6 ships with premium ships costing simnifically more and/or not being account wide, etc...
This is all speculation on my part. Cryptic is a business and businesses need to maintain revenues in order to keep investors happy.
Personally, I find government intervention into video games to be stupid. Passing laws that regulate how a company makes money in a video game makes no sense to me. It's not like people are forced to play these games. If you do not agree with how the game works or how the developer makes money then don't play it.

Is this a relatively new shift in the meta?
Last I heard, the reason Tacs wanted [Dmg] over [CrtD] is because [CrtD] is Cat 2, which is the same as many of their abilities like APA, and thus didn't give as high a boost as [Dmg] which is an individual category each.
