Is this a relatively new shift in the meta?
Last I heard, the reason Tacs wanted [Dmg] over [CrtD] is because [CrtD] is Cat 2, which is the same as many of their abilities like APA, and thus didn't give as high a boost as [Dmg] which is an individual category each.
A few things have changed here are some information about it - Mathematical guide to DPS gear meta, post-Agents of Discovery
This take into account the Levels of CrtH, CrtD and Dmg we could get back than however with the new bonuses from Endeavourers and the upcoming Discovery Rep things are falling more and more in favor of CrtD.
Personally, I find government intervention into video games to be stupid. Passing laws that regulate how a company makes money in a video game makes no sense to me. It's not like people are forced to play these games. If you do not agree with how the game works or how the developer makes money then don't play it.
The government is only intervening if games are using gambling mechanics, this is made to protect people from being financially harmed by getting addicted to it in the same way we already have laws against gambling in casinos. The truth if its gambling with Lockboxes or gambling with chips in a casino are the same thing and people are getting ruined by it.

I'd argue, Bridger. The dmg mods are final modifiers (based on the analysis of the dps league ). Each dmg mod boosts the base weapon damage by 3% and also acts as a final modifier to each shot, critical or no critical, resulting into a 1.03x modifier to the shot. With a dmgx4, your each shot is 12% harder, crit or no crit. For lower cat2 total damage, crtd hammers the way home, but for tac setups during bursts, dmg is the top dog.
My personal experience yields best results when my weaponry had an equal amount of crtd and dmg mods.
But mostly crtD feels stronger for DHC and dmg for dc. The heavier the shot is per volley, the more you feel crtD as the better mod.
My advice to people is to stick to any combination of crtd and dmg for tacs and crtd for engi and sci. It's cheaper this way and it ensures a smoother, more balanced approach, mathematically and financially.
Truth is uncomfortable most of the times. That's why you gotta face it every time.

Been testing the set and wide angle dual beam bank / Dark matter torp on Tribble.
Both the sets itself has decent bonus. Going to be hard to let go of the colony deflector and fleet warpcore.

Being a Engineer toon, i tend to go with CrtDx2 Dmgx2 in my weapons. I found this balance serves me better.
Not exactly the same - I switch the last proc according to my build. Depends on my stats.
In some builds when I see I have satisfactory Critical Chance, I go for CrtDx3 Dmg. Sometimes where I lack H, I go for CrtDx3 CrtH. But ofcourse nowdays with the consoles we have and everything, I'm never in a situation to lack Critical Chance anymore on my Engineer.

The real question is if a weapon with +12%base damage and a final modifier of +12% all of that weapon's damage output per cycle beats the same weapon without both of the above by having a bonus of 80 CrtD.
CrtD is added multiplier. Most builds have a 150 crtd built in (no buffs) and around 200 with APA.
Let's take a cannon doing 5k dps without any dmg mods. A crit from that will be 2.8x with crtdx4. That's 5000x3-1000=14000 (14k crit)+normal damage = 19k crit (actual crit is the critdmultipled and added to fire dmg)
Now let's add the basic 12% damage to it = which will be a marginal plus of let's say 200 damage. 5200+(5200*0.12) = final damage (dps) per shot.
(5200*0.12=624) - the weapon's final dps per shot hits 5824 (or based on variable bonuses) -6k for a round number.
200 crtd is a 2.0 multiplier to 6k - adding 12k damage. +6000 damage =18k. The final x1.12 adds to the crit, 18000x0.12=1800+360=2160.
18k+2160=20.k crit. And the non critical damage is higher as well.
(This case would apply to a tactical with non lobi consoles, just using APA And gdf at 50% hull - theoretical numbers).
Truth is uncomfortable most of the times. That's why you gotta face it every time.

You are going to need 1200 Marks to get to T5, if you only slot the 2500 Expertise project and another 900 from T5 to T6 again assuming you are only slotting the 5000 Expertise project so all in all including Level upgrades 2130 Marks on your first toon.
This should take 40 days (T1 - T5) and 30 days (T5 - T6) = 70 days.
On sponsored toons, you will only need 1530 Marks including Level upgrades.
This should take 50 days.

I'd like to follow this up by saying that the average Advanced TFO should net you about 150 marks, meaning that 1 x TFO will give you 3-days worth of projects. You only need to run 20 x Advanced TFO's over the 70 days to earn enough marks to complete the rep, so don't let the grind scare you, it's not that bad.
Also, I recommend not buying any gear until you earn the account wide discount. I know its tough to be patient but the discount is worth it IMO.

As a Romulan Engineer in a Khopesh, I can't tell if I'm apathetic or relieved the meta shift between Dam and CrtD has no effect on me.
