The Enterprise was indeed slated to be decommissioned after the events of Wrath of Khan - Scotty wanted to supervise the refit, but was told that given the ship was 40 years old at that point, Starfleet felt that "her day was done" and there would be no refit.
Given that the Excelsior was still in the prototype stages, it could raise the assumption that the other Constitution class ships were kept around until the class was ready to enter production, or that they had another one ready to come out of the shipyards built from scratch (possibly the final member of the class?) to fill the gaps. We simply don't know from what was seen on-screen one way or another.
It's implied that the class itself was formally retired in 2293, though at least 1 ship remained in service and was lost at Wolf 359, while another was preserved in the fleet museum. Getting into other non-canon sources implies that the museum ship was the Yorktown.

That definitely makes a whole lot more sense now. I'm sure the transwarp drive set production back a bit after what Scotty did. I wonder if it had ever worked if it wasn't tampered.
Of course when Ent-A retired the Excelsior class was pretty much in production since Sulu ran that ship and then the Ent-B was essentially a refit Excelsior right.
