After the departure of the previous acting CO Lieutenant Commander Locutus, the second executive officer for SFO, Lieutenant Commander Xar, is now the acting CO for the division, and the SFO CO position is now available, the official job advert is here.
Admiral Chris Halsey has this to say:
To Lieutenant Commander Locutus, Commanding Officer, Starfleet Operations.
Monday the 8th of November 2010.
You are hereby requested and required to relinquish command of your division to
Lieutenant Commander Xar, Klingon Fleet Commander, Starfleet Operations as of this date.
