We will be performing (unexpected, pay-to-play related) shard maintenance on August 17 from 7-9:30 AM Pacific (14:00-16:30 UTC).
General:
Resolved an issue where the Legendary Romulan Bundle only granted 3 Romulan Duty Officer Packs.
○ You will be able to claim the fourth in the Promotions Tab.
• Improved unlock functionality for all Account Unlock Starship Traits associated with Legendary Starships, so that they will unlock more reliably and promptly
• Resolved an issue that was causing "Rapid-Emitter Armaments" to trigger from non-Bridge Officer versions of Tractor Beam, such as the Multi-Target Tractor Arrays console.
• Resolved an issue that was causing the Legendary D'Deridex to be unable to equip certain equipment which should be allowed to all Warbirds.

There seems to be a lot of the Legendary Scimitars at least flying around right now, and lots of space barbie pics online for the DD. The broken trait/console interactions were likely more a fun bonus trick, not the reason people were buying this bundle. The DD is the most prolifically seen, iconic Romulan ship across the TV series, and the Scimitar has always been a solid, popular ship in game. Frankly I'm surprised they did the T'liss legendary before this one.

its been known for a few days that this was already done internally and would be applied today have to say not everything is a conspiracy and as Bridger states the sale is still on it
So the fix to the ability is not something that is happening after the sale, i think the ability should work from other sources of Tractor beams also but not be as potent as it is at the moment anyway.
Regardless of anything though this bundle is decent when you look at it your getting 2 ships on the sale price for 3900 zen if you add in the T6 coupon its less that's 900 zen more than a standard T6 Ship. and even at full price is better value than say the single legendary ship bundles though i would always advise waiting for sale price to buy anything and given that the sales drop pretty regular now its never going to be a long wait. If you don't have both the T6 versions at all then its worth getting if you have the Zen.

The sale is still going fot two more days.
The people who were going to pay money for this at the time of the sale have likely paid already, plus the sale will likely end before some people exchanging their dilithium for zen
There aren't many buying the pack now except the people hoping their dilithium goes through
Cryptic has a history of pulling the rug from under people...this is a change that could of been a hotfix but they let it slide, probably influencing some people to buy the pack
