That is the most likely reason for it, but I've not seen the devs etc, explicitly stating that unless it was done at some point in the past. The image tease didn't have anything accompanying it.

There's speculation over on Reddit that the big VA they've been teasing is going to be Janeway. Apparently Mulgrew has teased an announcement about the character and the fact there's a mirror in the shot has people thinking its a subtle hint towards STO, though it could just as easily be Prodigy merchandise as it looks like an action figure in the old Voyager uniform.
