Another solution is you just start out at the rank of Captain and level up from there. That solves the T6 ships from the get-go issue and nobody is a flag officer.
lol If only STO 2.0 was really in development. If we could press the reset button and I was in charge. We wouldn't be commanding starships from the get-go. You'd be a member of a Starfleet crew, complete missions and assignments, promote, and move to a different ship until you were promoted to Captain. You could even do the same with a Klingon or Romulan crew.
However, since none of that is likely to happen. I'll just continue to passively ignore being referred to as Admiral, keep my title as Captain, and wait for Cryptic to come to their senses.

Off course admiral itself is also acceptable, as many admirals are field officers that are leading squadrons, wings, or whatever.
Now with the war, also a lot of generals in Russia are in the field (and some also die in the line of fire)
Maybe fleet commander with the rank of just admiral, also ok
But a fleet admiral is the highest you have so still doesn’t make sense

The U.S.S. Defiant is commanded by both Sisko and Dax at various times when both are only Commander rank. So you definitely didn't always need a captain on board.
And I believe Kirk commanded the Enterprise when an Admiral, with Spock as a Captain under him. In fact in the Kelvin films Pike is an admiral with no captain on the ship at all I believe.
Seems like the rank requirements are a bit wishy-washy in their continuity!

I really should have remembered those. I just finished re-watching DS9, but in my head its always Captain Sisko, even when its not.
As far as ranks in STO, I guess I've always considered myself to be the Fleet Admiral, sending my ships off to do my bidding both in the Admiralty, and by embodying my toons. That being said, I agree with most of you and don't really dress my peeps in anything higher than Captain's pips.

True, captain is not only a rank, it is also a job title or function.
But this still does not apply to the “fleet admiral” rank. But that rank can also be a captain off course

In the real navy, the "captain" of a ship is not always a "captain" in rank. For example, a Commander can serve as a captain of a frigate.
This was also mentioned on DS9 Season 4 Episode 6 "Behind the Lines" between O'Brien and Nog:
"It's an old naval tradition. Whoever's in command of a ship, regardless of rank, is referred to as 'captain.' "
"You mean if I had to take command, I would be called 'captain,' too?"
"Cadet, by the time you took command, there'd be nobody left to call you anything."

The Rank system in STO should have stopped at Captain or Rear Admiral (lower half) formerly known as Commodore.

Or do many of them also command bases or have desk jobs or something?

Flag officers don't necessarily mean they're in direct charge of ships or forces in the field - someone has to oversee logistics and procurement for example, another will have responsibility for training etc. I believe the US Navy for example currently has 6 4-star Admirals and 2 4-Star Generals (Marines) and after the big cheese who has overall command there'll be multiple others beneath them that carry out operations and as you say, some will be in command of major bases, dockyards etc.
