So I have this ship, and I like it. I have an Eng alt that I want to build with this ship, but it has kind of weird BOff seating. Commander Eng and Lt Com. Science are the main chairs, so I was wondering if it was possible to do a Sci Beam build? My main is Torp Sci so I wanted to try something with beams, but I have yet to find something that combines Science and Beams, I'm guessing because of the power conflict between Aux and Wpn. Just kind of brainstorming here.
What do you think would work? Would a basic Beam and Torp build be a better bet?

"DEW-SCI" builds are possible, but they are generally considered a niche build type and are often treated as more a "fun build" rather than a serious DPS build type, so finding advice on these builds can be tricky. As you mentioned, the main challenge is that weapons require high Weapon energy for greatest effect while Science requires Auxiliary for greatest effect. Thus, you have to usually choose one to be your "primary" focus, the other to be your second area of emphasis, and shields and engines are probably going to be set to minimum power.
That said, for the Parliament specifically, you probably will want to lean DEW heavy. While a Lt. Commander Sci seat allows you some flexibility for sci powers, the ship is engineering-heavy on seating, so you probably will get more mileage by using the universal/MW seat as a second tactical seat. You could slot some space magic, but without a secondary deflector and with engineering/MW really not doing anything for space wizardry, you aren't going to be pulling mad DPS that way. You could run torps, but without Command seating and with only 2-4 tactical Boff power options, you probably aren't going to get the greatest mileage that direction. If I were building this, I'd probably go with a Beam Overload build, probably taking advantage of MAS and/or NSB from the MW seating, and look at using the Sci seat for Control options more than exotic DPS.
