The form evolves as the mission grows, but the core cruiser design of Starfleet has stood the test of time, alternate time, backwards time, anomalous time, and everything in between. The Excelsior II is maneuverable and formidable, able to place itself where it needs to be without fear and render aid or unleash hell as the captain decides.

Excelsior II Intel Heavy Cruiser [T6]
Created by the Federation in response to a changing galaxy, the Excelsior II employs a number of technologies and strategies normally left to the shadows of the intelligence services. While not itself a spy vessel in the strictest sense, the fusion of information technology and combat readiness with a well-rounded and durable hull, combined with a bit of extra engine power to keep the platform flexible, has culminated in a formidable vessel. The Excelsior II is equipped with the ability to Mask Warp Signatures and employ Active Sensor Arrays. The former allows the starship to cloak while not in combat, and the latter allows intel craft to gather information about their target to expose a vulnerability.
The Excelsior II comes equipped with Experimental Power Redirection. This unproven technology allows a combination of Beam Overload and Beam Fire At Will maneuvers to be performed at once by dumping tremendous amounts of power through the weapons arrays, as well as a few auxiliary Phaser arrays configured directly to the console itself. Power to non-Weapon subsystems provides an additional bonus to Energy Weapon Damage during this period. As Foes fall, the energy released by their power sources accumulates in the exposed Phaser banks, increasing the rate at which these additional attacks occur. The result is a tremendous volley of energy weapons fire that cannot be sustained for long, but which Foes are unlikely to endure for long either.
This ship comes with a Commander Engineering / Command Specialist Bridge Officer seat and a Lieutenant Universal / Miracle Worker Specialist Bridge Officer seat.

Activating this Console grants the ship an unpredictable mix of Fire At Will III and Beam Overload III, a large bonus to Energy Weapon damage based on the sum of Shield, Engine, and Aux power, and a suite of overloaded Phaser attacks which strike out at all nearby Foes. As Foes fall, the energy released by their power sources accumulates in the exposed Phaser banks, increasing the rate at which these additional attacks occur.
This experimental system pushes tremendous amounts of power through the ship's beam arrays to create a truly spectacular cacophony of weapons fire. Auxiliary Phaser Array banks channel the excess power to avoid overheating issues, though they are only rated for burst use and cannot be employed like traditional Phaser Arrays. The power drain involved is immense, and while R&D maintains hope that it may be stabilized for more consistent use, the system has found a niche on the battlefield as a contingency weapon.
The console also applies bonuses to Energy Weapon Damage and Starship Weapon Amplification.
This console can be equipped in any starship, in any console slot. You may only equip one of these consoles on any single ship.
Tooltip:
To self, for a moderate duration:
+X% Energy Weapon Damage (scales with Engine, Shield, and Aux subsystem Power)
Swaps randomly between Beam Fire At Will III and Beam Overload III
Each sec applies Auxilliary Phaser Beam Array – Overload At Will III to random target x4, dealing Phaser Damage to each; kills increase the number up to x14
Starship Trait – Calculated Broadside
While this trait is slotted, activating a Beam Fire At Will or an Intel Bridge Officer Ability improves both Beam Damage and all Damage Resistance Rating in the side arcs. If Threatening Stance is activated, the Damage Resistance bonus is doubled; if not, aggro generated by attacks is massively reduced.
Tooltip:
Upon activating a Fire At Will or Intelligence Bridge Officer Ability, for a moderate duration with a small recharge:
+X% Beam Weapon Damage
Y% Damage Resistance Rating along the side arcs, doubled if in Threatening Stance

This looks kind of interesting. The console randomly flipping between FAW3 and BO3 could be a bit chaotic for threat management, but looks like the trait might be meant to offset that if you use both. It is still a gamble box so boo to that part, but will be interesting to see the reviews once the early adopters snap it up and try it out
Kind of curious that they only gave it 4 seats, but 3 lt. Commander and 1 full commander seat isnt bad, and intel/mw is decent with that mix. Kind of disappointing that they gave it dreadnought-bad speed and maneuverability stats as a cruiser, but all in all it looks like probably one of the better Excelsior offerings they've created.

However you want to slice it, putting it in the Infinity Box sucks. Why can't we just BUY ships any more? What was the last new ship (that people wanted to get) that WASN'T in some kind of Box?

It's immensely annoying what they do to these ships these days, the store appears to be (by and large) an afterthought in the grand scheme of things, but at least it's not a promo. True we did get 2 packs there in recent months, but realistically the Norway and to a lesser extent the Olympic were the ones that people had been clamouring for. No-one asked for the Seneca and did we really need yet another Miranda variant?
The Stargazer got promo treatment despite the fact it only briefly appeared and didn't really do much when it did. The Inquiry went promo despite the fact it was a new mainline ship of the time with hundreds of the things being pressed into service. Now this ends up in the lockbox and there should be hundreds of them in service too, as based on the registry numbers in Season 2, it appears to be more an extensive refit of the original design rather than an entirely new class.
If you've already got the legendary Excelsior which is also a MW, I'm not sure there's enough here to justify going for this one outside the looks and even that's debatable.

Sadly, things like cross-faction flying (which killed trait and console boxes) and more recently the "SROs for all" change have made playing non-Fed toons less and less compelling, so they are creating more and more demand for Federation gamble box ships but Cryptic has made no efforts to improve supply either through better drop rates for T6 ship boxes or to improve the dilithium exchange, which has now grown to over a month-long wait for a zen buy to go through. Cryptic needs to make money just like any other business, but there is a limit to how far you can push high price tags and low supply before players give up and demand eventually starts to collapse in the game economy. With inflation pushing the price for just about everything else in life up right now, I kind of wonder how much further they can really push this approach before they start looking to the non-whale players again.

Oh, the Excelsior! I always liked this ship, and the Excelsior II looks absolutely great!
If it were a ZEN store vessel I would really, really think about getting it, but no... it's another lockbox-lottery-ship, which I won't support.
Well, maybe next year as the "Event Campaign 2023" reward.

I wonder if Cryptic actually make money with these ships? STO doesn't have the biggest player base and unless the percentage of whales is larger than other games, it's hard to see how much they'd generate from putting 'meh' ships behind a gamblewall vs how much they'd make by offering the ships to everybody for zen.

There are over 300 T6 ships on the exchange right now. When you figure it takes a on average few hundred keys or promo boxes to generate enough lobi for a lobi store ship, about 100 promo boxes for a promo ship, or about 200 lockboxes for a T6 ship (assuming RNG doesn't hate you), there is probably $60-70K USD worth of those on the exchange alone. A lot of players don't even post ships on the exchange in efforts to exceed the 1.5B EC cap on posting, so the actual number sold is probably somewhere north of that napkin math estimate. That doesn't really say how quickly that stuff sells, but clearly some proportion of the player base is dropping a healthy dose of whale-level cash, and that doesn't even get into whatever is being spent on pricey bundles like Mudd's, Legendary, and whatnot.
Doubtless, some ships sell better than others, but clearly there is enough cash flow coming in overall to keep the lights on and pay the salaries of the STO team and enough of the core Cryptic teams to keep the whole game running. I have to wonder if there isn't some degree of missed opportunity for Cryptic by not putting more lower-cost offerings out there, but unfortunately only Cryptic really knows how much they make from this stuff and clearly they think they make enough from this pricey stuff that they don't need to put forth more effort elsewhere.
