The new Watcher BOFFs

Picked one of them up and had a look, they've got shades of the Romulan SRO's about them. Touch more Crit, less severity but has an additional defence effect. I've only got a science one so I don't know if it's different for the other types.

The drawback is that they cannot be customised in any way.

They first appeared around 20m in the Exchange; now they are about 5m.

I bought one 3,5 M EC too.
I think they are broken you can't promote them.

The lockboxes are pretty weak this time around. Not nearly as many goodies as usual for a lockbox, and a lot of the goodies aren't that impressive so pricing on most of this new stuff is pretty low compared to previous lockboxes (except the ship of course). The Watcher BOFFs are competitive with SROs (trading 2% CritD for an extra 1% CritH), so might be a budget option for loading out your ship seats, particularly for non-Romulan captains that have to rely on the pricey Embassy BOFFs.

The promotion issue - after logging out and back in again, I could promote mine normally.

🤷🏼‍♂️, the skirt is a short cut, it‘s the normal Romulan in blackish color.

When you use Locators, you can exchange them to Exploiters when using two Watcher BOFFs and you have the same critical chance and more critical damage.

It comes from the Safe Galaxy lockbox, or if you're like me, the exchange.

I grabbed 3 yesterday 8m for one and 9m each for the other 2 today they are up to 14m a box or the random box is 11m
