Based on the BOFF choices, I'm assuming you have or will be picking up a copy of the Unconventional Systems trait and maybe The Boimler Effect too for this recruit? If not, a few of the control powers could be swapped out, possibly for some cooldown options like Photonic Officer or Aux2Batt with the technician cooldown doffs. Otherwise looks pretty solid!
