    I always had three head canon explanations for this.

    1) The Ambassadors had a critical flaw that was so ingrained in their design that it could not be corrected or would require such a refit as to be less valuable than just building a new starship.or parts for it were not readily available for maintaining it.

    2) The similarities between Ambassadors and Galaxy class starships is because Ambassadors were decommissioned and some of their parts were placed into the Galaxy classes.

    3) Political reasons. The Galaxy class technology was heavily outsourced to member worlds in a bid to rejuvenate their local economies and galvanise the entire Federation into accepting and supporting its starfleet. And as was the case it did away with the last capital ships quickly.
