The Doctor. Seven of Nine is a close second. I have to say I find most of the voyager characters to be a little irritating and it's my least favourite show.

Tuvok for me, I just love Vulcans I guess. I agree with Grace that as a whole VOY probably has the least lovable characters for me (but unlike you I do like the series haha). Janeway is a decent Captain too, so she'd be my 2nd if I had to choose one.

The doctor gets my vote. His character evolved throughout the series, and to be honest, he reminds me of THE doctor (who). Also, he was played by the best actor of them all. Janeway is a close second for her dry sense of humour.
