OK, seeing as how I am pretty sure that other people are wondering the same questions, I thought I might as well bring them all up at once, where anyone can find the answers.
1. What is the current Investigations procedure? and is the "defendant" involved during the process?
2. Seeing as the fleet is now a private limited by guarantee company, where can we find the Company articles? including the list of voting members/Trustees (although I am guessing CL6 are the voting members )
3. Is there an ANONYMOUS complaints procedure?
4. Is there the opportunity for an investigation to be handled by an IMPARTIAL team? FOR EXAMPLE: if someone has an argument with an SFC member or Division CO, who deals with the issue? (as it would be unethical for an involved party to deal with the issue directly)

Thought it best to reply myself since I'm involved the most with this.
1. What is the current Investigations procedure? and is the "defendant" involved during the process?
I won't go into a huge amount but the procedure varies on the case and the member. There is the lowest grade case, in which the member involved is talked to by their direct CO, so if there was an issue in Starfleet Operations, Seeker may be the only one involved to talk with that person. If that member continues to repeat his/her bad actions however, it's then taken to the next level also, in the example I'm using, Mikester92. Once it reaches a certain level (as in if it continues) and I deem it to be serious (I'm informed with most occurring issues in the fleet), I will get involved myself as part of my role as the fleet's Chief of Staff. In my role, I ultimately monitor the daily operations of the fleet and as part of that manage overall member issues/complaints, so it ends with me. Depending on my analysis of the situation, provided by the information given to me, I make a judgement along with my fellow officers, Mikester92 in this example, whether to deal with it in a more casual manner or to even take it to the rest of Starfleet Command to decide the outcome.
A recent case, in which all of Starfleet Command was involved in voting on an issue, was dealing with Mugato. I say that since I think this stems somewhat from that case.

We have created a coporate site which I had hopes to more surprinsingly unveil in the next few days. We've actually the majority of it done for several months now, but in all frankness it hasn't exactly been on our list of top priorities to finish. There have been a few people commenting however to view certain corporate details for whatever their reasons so as I say, it's my hopes now to announce this in the next few days.
That said, the company articles are generally not listed on corporate websites, so we do not list them. But if you must know, we use the generic articles provided with a limited company, we do not have unique articles to display.
3. Is there an ANONYMOUS complaints procedure?
There isn't no. Obviously if we receive a complaint and the person making it wishes to remain anonymous we'll respect their wishes as much as possible when speaking with another member if it does indeed concern another member. But I can't really see it being practical to have it being wholly anonymous since at the end of the day we find it useful if not necessary to know whose involved. So generally, I can't see something like that being implemented. Does this answer your question, since I'm not sure in what way you meant.

I think this is dependent on the situation. If the complaint is in regards to another SFC member, it would be best to speak to myself, and if it's regarding myself, best speak to another member of Starfleet Command. SFC in my eyes are the most trusted people to be able to handle a situation impartially. With regards to Division COs, it depends on the complaint, if its constructive criticism then the CO will be involved, if it's in regards to their conduct however, they won't be directly involved other than being asked about their conduct etc.
In terms of an impartial team outside of Starfleet Command, I would say most likely not. We've tried that before with the JAG department and we found it to be slow, impractical and provided the ability for members to get away with misbehavioural actions. As I say as well, those in SFC are most aware of the rules and the need for impartiality. At the end of the day, however many checks you add to check on someone else, there are only so many people at the end of the day that can do it and you can have too many checks to which the system becomes convoluted.

Thankyou Lynx, that does indeed answer my questions. however, if a complaint is raised and an investigation opened, does the defendant have any rights to defend their actions?
