I'll argue that the CORE testing and basically most of it is completely irrelevant to people who joined for games like STO. For example one of the test questions and one of the rules says "No looting!" and if I didn't loot in STO I'd just be dumb.
Basically there's a lot of stuff like that. Plus these tests can't possible actually tell you how good someone is at a game or how they are as a person. Plus they're just not fun to many and most of us probably didn't join a fleet to feel like we're at school.
Plus a lot of it is just obvious. Like the codes of conduct which are basically the same as most other guilds and stuff and painfully obvious like "don't post porn" and in general don't do anything bad and stupid.
That said my ability to rank seems to be directly tied to these tests. Which means I'll probably never advance since I don't ever really want to take them.
Now some people may find them fun. Some people think of 'em as a bit of RP (that's what one person told me). I think, for me at least, they're irrelevant and boring. Irrelevant because it's either obvious or absurd (don't loot!). Boring because I take tests at school and the tests don't even have anything to do with the reason I'm here, Star Trek Online.

I mean other places I've been to have had promotions based on nothing. I was offered several higher up places in fleets if I joined them but that really means nothing since they usually knew little of me and were handing 'em out like candy. This place is the polar opposite with this crazy requirement to finish TESTING to get promoted and there's study guides and stuff that I would only expect from a classroom.

Parallax I see your point, here's my belief. The current CORE tests are out of date, however, they can and will be updated. As for promotions, currently the most rational way to process promotions is through "time served". There are other ways to gain rank in this fleet ie. testing, filling the few positions which open up, but obviously there's no guarantees. It's up to the fleet leadership what kind of person they want in their fleet. I believe the person they are looking for is someone who cares more for the fleet itself then the rank they get from it. That can be cliche, but it's not that rare to see.

You have to realize the UFP has been around long before Star Trek Online and will be around long after. Although we highly value the opinions of our members, that doesn't mean things are going to change because someone is unhappy.
We have the Academy and Courses for a reason. Each new Cadet must first pass the Initial Courses courses and then may move on to other more advance courses if he desires to advance himself.
We pride ourselves on our quality base of members. Those who will put effort into their work and to this Fleet. If one isn't willing to put the effort in at the beginning to learn how to further himself in the fleet, then one probably isn't going to put much effort into anything else.
Another valuable skill those courses will teach you is how to express your concerns in the proper place. This is not the proper place. As I stated before we hold our member's opinions in high regard. But if we are going to give that respect, then it is only fair that you conduct yourself in an appropriate manner and voice your concerns in an appropriate way.

You're right Greg. This thread is not the right place for concerns of this nature to be brought up. If you have concerns with the Academy, please bring them up with someone in the chain of command. You can reach me by e-mail or MSN at mullaly@ufplanets.com, or by PM.
That being said, Starfleet Academy is always looking at improving itself, and as of yesterday we've streamlined the process of getting into the fleet to play and advance through the enlisted and officer ranks. More details will be forthcoming.
As for the conversation in this thread though, I consider it closed. Any further comments should be directed to an appropriate staff member.
