Generally, I think those builds look okay. Although, the Gnosis is a bit odd, I personally don't see the reason to include the tracking computers, as the Gnosis isn't a drone boat. Have you tried these in battle? Specifically in PvE? I like the Omen's tanking, but it is lacking the resistance against Explosive weapons, not too sure what we could do to improve that.
I also think that the Punisher having Nanofiber modules might be a bit of a waste, as I think the ship itself is already quite manoeuvrable, so might be a good idea to add more Armour modules. Just my thoughts on the matter, but as I said, generally they are quite good, imo!

I think they're exceptionally good starting points for builds, although you're not really exploiting the Amarr faction benefits all that much with your Punisher & Omen builds.
Amarr ships are beautiful Armor Tanks, and whilst you've made some headway in this direction, 50%~ tank is a lot lower than I expected you'd produce, even with T1 gear.
I also think using the Beam Lasers on the Omen over Pulses is a bad move, particularly if DPS/Alpha is what you're after. Beams are long range - low damage weapons that are MASSIVE power/CPU hogs with diminishing returns for investment. You can achieve the same thing with Pulse Lasers using LR crystals if its range you want, plus the Optimum Range scripts in your computers. My Zealot (T2 Omen) can get about 67km out of pulses. I would genuinely drop the lasers, replace them with pulses, you'll find you have more cap and power to play with.
Drop the Nanofibre module on the Omen, replace it with another Heat Sink, replace the MWD with an Afterburner (MWD are pointless if you're wanting to use a Web). See what that does for you.
On the Punisher, drop the MWD again for an Afterburner, replace the beams with pulses since you want close in damage anyway, Go for a Damage Control 2, no point using a 1 if you can use a 2. Drop the Warp Disruptor and go with a Web unless you're planning to do PvP with it. See what that does with your figures, you might be able to replace your cap rigs for armour ones.

Good suggestions! I buffed the armor on the Omen and added that heat sink after removing the MWD. I also realized I could upgrade the turret rig to T2.
