Looks like a kit-bash of a Maquis Raider, a Klingon BoP and an Intrepid class ship. To make it work, I think they would need to completely re-due the skin and a number of the lines.

As far as being an actual ship in STO, I think it is too much of a departure from what Starfleet would actually build.

Then again, beauty is in the eye of the beholder I guess..

The thing is, Starfleet DID build it if the ship appears (albeit a background ship) in the DS9 series.

"The USS Yeager (NCC-65674) was a 24th century Federation Yeager-type starship operated by Starfleet. The Yeager served during the Dominion War, starting in 2373, where it was often stationed near Deep Space 9. (DS9: "Doctor Bashir, I Presume", etc.)"

This would also mean it's canon.

Keep in mind that ship was hastily build to have more ship classes for the Dominion War, I think if the ship gets more refined it could actually look good.

Captain Geko HATES this ship and I'm pretty sure he said in an interview that it would never make it to STO.

This ship is odd to me, while I do not like the design of it (literally, is a kit-bash) it respect it because what it is for and why it exists.

Intrepid primary hull, with the advanced deflector and warp core of the Intrepid class it makes sense that the secondary hull would take longer to produce then the primary, as well as elimination the bio-molecular gel packs as they're not integrated into the system anymore. It was wartime, and in war time things have to be done. It is similar to how the Navies of the past handled conflict as well as shipbuilding, all ships are modular. Do I think that the ship is pretty? No. Do I want it in STO? As a playable ship, no. Against say a resurgence of the Maquis, absolutely yes.

STO will make whatever the fans want to have. Starfleet actually built it and it's canon. I can see Starfleet using Maquis and Klingon designs as inspiration considering how effective they were, so they channelled that against the Dominion.

Isn't it "efficient?" It's job was to fight against the Dominion, probably specially designed to do so. It doesn't look like it's built for speed at all. But, then again, it doesn't have to be.
